Description
Under general direction, the incumbent assists with planning, organizing, directing, and managing the special districts administration (special districts) functions, operations, and services. This includes providing day-to-day direction and management for water treatment and distribution facilities, sewage systems, and wastewater treatment plants, as well as developing and administering contracts and ensuring regulatory compliance. They also handle special assignments as directed by the Special District Administrator and perform related duties as assigned.
Minimum Qualifications
Licensing and Certifications:
- Possession of, or ability to obtain, an appropriate valid California Driver's License
- Possession of current and valid registration as a Professional Engineer from the State of California, or the ability to obtain registration by reciprocity within six (6) months from date of appointment
Education and Experience:
- Equivalent to a Bachelor's degree from an accredited four-year college or university with major coursework in civil engineering, sanitary engineering, or a closely related engineering discipline
- AND
- Two (2) years of full-time increasingly responsible experience in planning, development, construction, operations, and maintenance of water distribution and treatment systems, and/or sewage systems, and wastewater treatment plants; and at least two (2) years in a management or supervisory position
- Additional directly related experience and/or education may be substituted

Deputy Special Districts Administrator I
Definition
Under general direction, assists with planning, organizing, directing, and managing the special districts administration (special districts) functions, operations, and services; provides day-to-day direction and management for water treatment and distribution facilities, sewage systems, and wastewater treatment plants; develops and administers contracts; ensures regulatory compliance; performs special assignments as directed from the Special District Administrator; and performs related duties as assigned.
Distinguishing Characteristics
This management classification has responsibility for assisting with the management and direction of Special Districts operations, functions, and services. The incumbent serves as the day-to-day manager for the water treatment and distribution facilities, sewage systems, and wastewater treatment plants.
This classification is distinguished from Deputy Special Districts Administrator II in that incumbents are not licensed Civil Engineers.
If incumbents become licensed Civil Engineers, they will be eligible for promotion to the Deputy Special Districts Administrator II classification.
The incumbent in this management position serves at the pleasure of his/her appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Special District Administrator. Exercises supervision over professional, technical, and administrative support staff.
EXAMPLES OF ESSENTIAL DUTIES

- Plans, organizes, assigns, supervises, reviews, and evaluates the work of staff through subordinate managers and/or supervisors.

- Assists with developing and implementing department goals, objectives, policies, and practices; develops work processes and sets standards.
- Assists with preparation and control of the department's budgets; monitors/approves expenditures and revenue; administers and oversees contracts and procurement activities.
- Assists with the planning, organizing, directing, and managing the functions, operations, services, and activities of special districts.
- Oversees the planning, design, construction, and maintenance of water treatment and distribution facilities, sewage systems, and wastewater treatment plants; approves change orders.
- Identifies and secures funding sources; develops and administers grants.
- Collaborates with regulatory agencies to ensure regulatory compliance of special districts operations.
- Assists with preparing contracts; directs, coordinates, and reviews the work of consultants.
- Provides expertise and consultation to County staff and management.
- Maintains current knowledge of legislation, practices, and case decisions regarding department functions.
- Interprets policies and regulations for the public; responds to/resolves difficult or complex inquiries and complaints.
- Reviews, develops, and prepares reports for the state and/or other regulatory agencies.
- Represents the department and serves as the liaison to the public, community organizations, and other government agencies; attends regional and state meetings; provides information and delivers presentations as needed.
- Performs special assignments for the Special District Administrator.
- Regularly travels to various off-site locations to support business operations.
- Performs related duties as assigned.
