Duties and responsibilities:

The detailee will perform the following duties and responsibilities, including, but not limited to:

Provides executive-level leadership in collaboration with the Executive Director Medical Center (EDMC) in planning, organizing, directing, coordinating, evaluating, and improving clinical, administrative, and support operations across the medical center.

Makes and supports key management decisions that directly and substantially affect the healthcare organization and its programs, including decisions concerning nature, scope, quality, and delivery of patient care services and activities.

Determines program goals and objectives and develops short- and long-range plans consistent with Veterans Integrated Service Network (VISN) strategic priorities, while evaluating performance and implementing necessary adjustments to improve patient care and organizational effectiveness.

Develops and administers medical center policies, programs, and operating procedures in accordance with applicable rules, regulations, accreditation standards, and organizational requirements, and ensures appropriate compliance throughout the facility.

Provides executive oversight of fiscal, human capital, and organizational resources, including development of financial plans, allocations, and effective utilization of resources, position management, organizational improvement, and accountability for budgetary and operational performance.

Provides leadership and direction on workforce and organizational management matters, including evaluating management performance, advising and counseling leaders, participating in the selection and advancement of key personnel, addressing employee and labor-relations matters, and ensuring issues affecting the medical centers patient care mission are effectively resolved.

Desired experience and expertise:

Knowledge of VA and VHA programs, policies, and organizational structure.

Knowledge of mission, organization, programs, and requirements of health care delivery systems, and the ability to manage and direct a large health care facility.

Qualifications

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1: Knowledge of mission, organization, programs, and requirements of health care delivery systems, and the ability to manage and direct a large health care facility.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organizations vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

The Deputy Medical Center Director positions are located in the U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA).

A "detail" is the temporary assignment of an SES member to another position (within or outside of the SES) or the temporary assignment of a non-SES employee to an SES position, with the expectation that the employee will return to his/her regular position at the end of the period.
