Job Summary

Performs intricate court clerical tasks. The role includes providing customer service and clerical support, such as responding to inquiries and requests for information, entering and maintaining data, answering phones, and filing and maintaining correspondence, files, and reports. This position operates within a clearly defined framework of policies and procedures, and performs other duties as required. The position allows moderate latitude for initiative and independent judgment, with work performed under general superivision.

Major Duties

  • Receives and processes documents filed in the court; reviews for accuracy and completeness; records and processes orders, judgments, and decrees of courts.
  • Maintains constant availability for Court appearances, attends, and understands court proceedings.
  • In the absence of the Bailiff, announces the judge in open court and assists in such other manners as needed.
  • Administers oaths to litigants.
  • Assembles and delivers to the Court before hearing or trial appropriate case files, docket sheets, jury panels list, etc.
  • Enters all court notes into the Case Management System.
  • Reviews, sorts, assembles, and organizes materials; routes and delivers daily mail and documents to appropriate parties.
  • Prepares and issues subpoenas, warrants, attachments, precepts, citations, abstracts of judgments, writs of execution, orders of sale, dispositions on criminal cases, or other legal instruments as authorized by the court records and makes entries of each issuance on the docket sheet.
  • Calculates and collects proper fees for case filing and issuance.
  • Prepares and delivers various legal documents and instruments to the judge for approval and signature.
  • Assists Central Jury Room staff with Juror qualification procedures.
  • Responds to telephone inquiries from attorneys and other interested parties regarding court costs and information related to a case or prospective case before the court.
  • Prepares and submits monthly Court statistical reports to the Office of Court Administration and various reports regarding court transactions.
  • Responsible for recording all charges for court orders and judgments issued by the court, preparing bills of costs, and mailing them to various parties.
  • Responsible for maintaining and processing the drop docket.
  • Process the necessary paperwork to remove cases from the dockets after specified waiting periods when there has been no activity on the case.
  • Prepares change of orders and cases to other counties; prepares documents, assesses fees, e-files, and mails.
  • Prepares the Clerk's Record for the Court of Appeals.
  • Performs daily electronic filing.
  • Scans legal documents into the Case Management System.
  • Retrieves files for clerks, attorneys, litigants, and the general public; locates case information and enters data into the Case Management System.
  • Stays abreast of applicable laws, statutes, new trends, and innovations in the field.
  • Demonstrates a strong commitment to delivering exceptional customer service through collaborative teamwork and individual initiative.
  • Attends and participates in meetings, trainings, and information sessions.
  • Acts in the name of the District Clerk and shall perform all official acts as may be lawfully done and performed by such clerk in person, pursuant to Sec. 51.309 (a) of the Texas Government Code.
  • Submits monthly reports to the Office of the Attorney General.
  • Enters new case filings into the Case Management System.
  • Processes passport applications.
  • Secures the vaults in the District Clerk's Office and ensures all files are properly checked out.
  • Monitors the status of checked-out cases.
  • Orders and maintains supplies.
  • Maintains inventory.
  • Performs any other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledgeable in office equipment, computers, and software related to the operation of the County Courts at Law and District Courts.
  • Knowledge of modern office procedures.
  • Skill in oral and written communications.
  • Ability to establish and maintain effective working relationships with staff, members of the legal profession, and the general public.
  • Ability to provide exceptional customer service.
  • Ability to communicate orally and in writing in the English language and orally in the Spanish language.

Minimum Qualifications

  • Must have a High School Diploma or GED from an accredited institution.
  • At least one ( 1 ) year of work experience in clerical functions.
  • Must be able to type 35 wpm.

Complexity/Scope of Work

  • The work consists of related customer service and clerical duties. Frequent interruptions contribute to the complexity of the position.
  • The purpose of this position is to participate in the provision of clerical and customer service support. Success in this position contributes to the efficiency and effectiveness of those operations.

Other Requirements/Information

  • Will require Deputy Clerk deputizing.
  • May be required to become certified as a passport Acceptance Agent for the U.S. Department of State.
  • Must possess a valid and current Texas Drivers License.
  • The Webb County Drug and Alcohol Policy applies to this position. Pre-employment drug and alcohol testing, a Motor Vehicle Record (MVR) check, and a criminal background check are required.
  • This position is covered under Civil Service; however, all other Webb County policies apply.
