Preference: Executive or senior-level management experience in a large-scale operational environment is highly desirable.

    The Department of Solid Waste Management is seeking an experienced executive leader to serve as Deputy Director, Operations. This position provides high-level leadership, strategic direction, and operational oversight within a large and complex public-sector organization responsible for essential services affecting residents throughout Miami-Dade County.

    The Deputy Director, Operations assists the Department Director in establishing and executing departmental strategic priorities and provides executive oversight across multiple operational and support functions. The position works through Assistant Directors and other senior management personnel to ensure effective coordination, accountability, operational performance, regulatory compliance, and continuous improvement across the Department.

    The successful candidate will have demonstrated experience leading large-scale, complex operations and managing through subordinate executive, managerial, and supervisory staff. The position requires a leader who can translate strategic priorities into operational results, evaluate organizational performance, address complex operational challenges, and effectively manage competing priorities in a dynamic public-sector environment.

    Key Areas of Responsibility

    • Provides executive leadership and strategic oversight of multiple departmental operational and support functions.
    • Directs and coordinates activities through Assistant Directors and senior management to ensure consistency with departmental and County priorities.
    • Evaluates operational performance, key performance indicators, organizational outcomes, and service delivery effectiveness.
    • Leads initiatives focused on operational efficiency, process improvement, organizational effectiveness, and continuous improvement.
    • Provides executive oversight of major programs, projects, resources, and operational priorities.
    • Coordinates with County departments, governmental agencies, regulatory bodies, and external stakeholders on complex operational matters.
    • Represents the Department in high-level interactions with the County Mayor's Office, Board of County Commissioners, regulatory agencies, and other governmental and community stakeholders.
    • Provides executive oversight during emergencies and critical events, including disaster preparedness, response, resource mobilization, and continuity of operations.
    • Acts on behalf of the Department Director, as assigned, and provides continuity of executive leadership and departmental operations.
    • Provides oversight of human capital matters, including organizational structure, workforce performance, staffing, discipline, and succession-related considerations.
    • Supports fiscal accountability, resource management, major projects, contracts, and departmental initiatives.
    • Leads and facilitates collaboration among divisions and across County departments to resolve complex operational issues and achieve organizational objectives.
