Position Information

The purpose of this classification is to assist with the planning, directing, and overseeing the activities and operations of the Facilities Management department.

Essential Functions

Provides direction and oversight for construction projects and maintenance at all County facilities managed by the Facilities Management Department.

Plans, prioritizes, and directs the overall short and long-term operations and projects for assigned staff and divisions; monitors progress and performance for adherence to established department goals and objectives.

Establishes daily and weekly schedules to ensure appropriate staff coverage for operations and programming, 24 hours a day, 7 days a week.

Develops, communicates, and monitors policies, procedures and standards for construction and maintenance projects and contracting, and recommends improvements where indicated to provide quality service that is responsive to the community and the needs of County departments.

Serves on departmental management teams in strategic planning initiatives for the departments mission, projects, and related goals and objectives for functional areas under charge; participates in policy-making initiatives.

Confers with Facilities Management Director and County upper management to keep them informed of key issues and progress toward goals and objectives, and to garner or ensure continued support and approval for strategic initiatives.

Directs training of all managerial and professional staff in policies and procedures for construction and maintenance methods; ensures adherence to departmental, county, state and federal policies, procedures and safety standards.

Ensures the proper functioning and maintenance of physical facilities and such physical equipment and systems necessary for staff and general public safety and well being.

Develops and administers annual operating budget encompassing multiple functions and programs; ensures adherence to established budgetary parameters.

Receives and responds to requests, complaints, concerns, and general inquiries from customers that are escalated and unable to be resolved through staff under charge; provides resolution accordingly.

Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, administering state and federal grants and presenting technical data to management, elected officials, and others.

Performs personnel management functions, e.g., interview, selection, hiring, employee development, disciplinary action, recommending promotion, performance evaluations.

Represents the Director (when requested) and the department to various elected officials, businesses, boards, committees, citizens and internal County customers.

Performs other related duties as assigned.

Must possess and maintain a valid Drivers License.

Physical Abilities

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements

Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions.
