Under guidelines set by N.F.P.A., Federal Bureau of Fire Safety, N.J. Bureau of Fire Safety, N.J. State Department of Health and Senior Services, County Commissioners, and Director of the Office of Emergency Management and the Emergency Services Training Academy, plans, organizes, directs, and coordinates the operation of the Emergency Services Training Academy designed to provide training and instruction to emergency services personnel.

This position reports to the Director of OEM and ESTA.

Essential Functions

  • Supervises the everyday operations of the Emergency Services Training Academy to ensure that efficient and effective training is provided to the emergency services professionals and volunteers of Somerset County and other outside agencies.
  • Develops and maintains guidelines related to the operation of the ESTA and the facilities and equipment contained within including but not limited to safety, maintenance, supplies, structures, etc.
  • Plans a vocational training program to include defining scope, objectives, and goals of services, establishing methods for program evaluation and development, establishing internal training facility policies and procedures, and establishing internal procedures to ensure conformance to national or state instructional vocational standards.
  • Plans, develops, or evaluates the various functional components of a training program such as organization and scheduling of courses, developing, validating, and administering tests, awarding certificates, and ensuring proper accrediting of staff instructors and facility.
  • Supervises the creation of lesson plans by instructors and audits individual classes.
  • Interprets program objectives to officials, participants, and public and private emergency services operations, establishing and maintaining contact with community organizations and other educational facilities to encourage the broadest participation and support.
  • Supervises, trains, directs, and develops employees to enable them to function as effectively as possible within the Training Academy.
  • Oversees the organization and activities of the Somerset County Emergency Services Training Academy Curriculum Committee and coordinates quarterly meetings of same.
  • Prepare initial contract class contracts in conjunction with the ESTA Course Coordinator.
  • Prepares, justifies, and monitors the annual budget in accordance with County policy and procedures with the Director.
  • Prepare and maintain the ESTA Severe Weather Plan.
  • Will act as a member of the ESTA Safety Committee and actively participate.
  • Ensure ESTA SOGs/SOPs are accurate and current at all times to include all student manuals for courses.
  • Work with the EMT Program Coordinator and Fire Program Coordinators to ensure NJDOH and NJDFS compliance.
  • Work in conjunction with the ESTA Facilities Manager to ensure the facility and all facility equipment is operational and always functioning to include all ground props and equipment.
  • Communicates divisional functioning and needs to the Director of the Emergency Services Training Academy on a regular basis to maintain optimal performance of the academy.
  • Troubleshoots issues and potential controversies as they arise to ensure smooth operations.
  • Assists the Director of the Emergency Services Training Academy in the administration of the policies and procedures established by the County Administrator, County Commissioners, and any other regulatory agencies (NJDFS, NJDOH).
  • Performs administrative functions to include the review of records, budgets, bids, purchasing, and accounts receivable.
  • Interviews job applicants as necessary.
  • Hires and/or fires and makes personnel assignments with the approval of the Director for academy staff.
  • Monitors and approves budget expenditures through a budgetary reporting system. Reviews personnel requests and makes recommendations to the Director based on fiscal policies and approved budgets.
  • Prepares and approves reports, cost estimates, specifications, purchase orders, partial payments, and cost accounting for the Emergency Services Training Academy.
  • Prepares detailed reports regarding activities and general information for distribution to the Commissioners, Management Team, Department and Division Heads, and Elected Officials as it relates to the Training Academy.
  • Schedules and coordinates all Emergency Services Training Academy projects and programs with the Director, contractors, and employees.
  • Provides technical assistance in the preparation of specifications and contract documents to ensure compliance with the Local Public Contracts Law.
  • Directs the work of others including contractors to ensure that activities meet program standards for all instructional and training courses.
  • Serves as a Deputy OEM Coordinator and meets all NJOEM requirements as required.
  • This position directs, develops, and advises local, state, and national companies in the development of training programs for emergency personnel.
  • Attends seminars and meetings as needed.
  • The incumbent coordinates graduation activities and ceremonies for ESTA programs in conjunction with the ESTA Course Coordinator.
  • The employee serves as the Somerset County ESF 12 (Utilities/Energy) Coordinator.
  • Performs other duties as required.

Qualifications

Essential

  • Must have a valid New Jersey Driver's License with the ability to obtain a valid Commercial Driver''s License.
  • Bachelor's degree from an accredited college or university
  • A minimum of five (5) years' experience in determining emergency services training needs, development of appropriate training plans and materials, and conducting of orientation, in-service, refresher, and other types of emergency services training course, two years of which shall have been in a supervisory capacity, or an equivalent combination of education, training, and experience satisfactory to the board.
  • Must have the ability to develop and maintain productive, positive relationships with Department and Division Heads, supervisors, employees, government agencies and the general public.
  • Five years of experience in Emergency Services (fire, emergency medical, Haz Mat)
  • Thorough knowledge of regulations, procedures, and responsibilities of specific programs, basic knowledge of theories, methods and practices, ability to establish and maintain effective working relationships with Officials, Department and Division Heads, employees, and the public.
  • The position requires the ability to read, analyze, develop, and interpret detailed verbal and written direction and to work harmoniously with vendors, associates, subordinates, and others having an interest in the Somerset County Emergency Services Training program.
  • Must take a leading role in the development of programs by providing needed advice and assistance to prepare clear, sound, accurate, and informative reports and supervise the establishment and maintenance of needed records and files.

Preferred

  • Knowledge of computers and public policy.
  • Knowledge of County policies and procedures.
  • Possession of a valid Fire Service Instructor Level II certificate issued by the New Jersey Department of Community Affairs.
  • Possession of a valid Firefighter I certificate issued by the State of New Jersey.
  • Possession of a valid EMT/B certificate issued by the New Jersey Department of Health and Human Services.
  • Current Haz-Mat Technician Certification or equivalent.

Salary: $62,000 - $82,5000/year

Hours: 40/week
