General Statement of Duties
GENERAL STATEMENT OF DUTIES
Employee functions in an administrative capacity carrying out special projects as assigned by the Department Director. Also, under general direction of the Director, this employee directs, manages, supervises, and coordinates the activities and operations of the assigned Department. This employee will assist with key departmental functions, including coordinating assigned activities with other divisions, departments and outside agencies. Provides highly responsible and complex administrative support to the Director of the assigned department. This also includes the duties and responsibilities list under the "City Engineer" that are referenced in the Ohio Revised Code and Cincinnati Municipal Code and as assigned by the Director.
SPECIFIC STATEMENT OF DUTIES

This employee must be a licensed Professional Engineer in the State of Ohio.

Assume management responsibility for assigned services and activities of the department.
Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
Maintain records and develop reports concerning new or ongoing programs and program effectiveness; prepare statistical reports as required.
Prepare a variety of complex correspondence, memoranda and administrative staff reports; coordinate and participate in the preparation of agendas.
Participate in the development and administration of the departments annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
Conduct a variety of organization studies, investigations and operational studies.
Attend and participate in professional group meetings; stay abreast of new trends and innovations as it related to department activities.
Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
Arranges for the services of external consultants and agencies and acts as the City liaison.
Implements assigned department projects by coordinating the work of other department staff, citizen groups, and public and private agencies.
Assigns work to a professional staff, oversees work procedures, and inspects work in progress and upon completion.
Establishes and monitors management controls for administrative, program, and fiscal procedures.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Assists with the development of the six-year capital improvement plan for the Departments of Transportation and Engineering and updates the plan as priorities change.
Oversees the project management of capital improvement and preservation projects Oversee the budget and management of several capital improvement and preservation programs.
Oversee the management of DOTE transportation assets.
Directs and oversees proposals, plans, estimates, specifications, construction, surveys and inspections for improvement and preservation project of the transportation infrastructure.
Ensures the development and use of effective engineering and construction standards for wok within the citys right of way.
Performs all duties as listed under the "City Engineer" in the Ohio Revised Code and Cincinnati City Municipal Code.
Perform related duties as required.

Required Education and Experience

REQUIRED EDUCATION AND EXPERIENCE:
Each applicant must have a Bachelors Degree from an accredited college or university in Civil Engineering and , a minimum of five years in an engineering management position that demonstrates a thorough knowledge of engineering practices and principles implemented in the civil engineering public sector industry. This employee needs to be a licensed Professional Engineer in the State of Ohio. Where a specialized certification or experience is required for the position, a substitution may be permitted to replace educational requirements.
OTHER REQUIREMENTS:
Must have a valid Drivers License.
Must be an excellent communicator and team builder. Must be a licensed Professional Engineer in the State of Ohio.

Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-time employees. New hires and re-hired employees are required to participate in the City of Cincinnatis Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
