The Lucas County Engineer's Office is hiring for an Ohio based Civil Engineer with construction experience in engineering plan preparation and specification development for our office located in Holland, Ohio. The ideal candidate will be an experienced, self-motivated Professional Engineer with a strong technical background, preferably with supervisory experience and experience in budgeting and finance of public infrastructure improvement projects.
Under general direction of the Construction Engineer, the Deputy Construction Engineer performs and/or assists in design/plan preparation; plan review; construction review/field inspection; personnel/management functions; private/public construction activities; and/or related work as required. This position assists/leads a project team which includes one or more of the following: Construction Project Manager, Project Inspectors, and/or Student Interns.
QUALIFICATIONS, LICENSES AND CERTIFICATIONS:
Completion of a Civil Engineering (CE) degree or Engineering Technology (CET) degree accredited by EAC/ABET or equivalent degree granted outside of the United States that is evaluated for NCEES credentials as meeting the NCEES Engineering Education Standard.
Must be a licensed Professional Engineer (PE) in the State of Ohio with at least two (2) years related experience as a PE, which must include engineering plan preparation and specification development, and construction experience in the Civil Engineering field; and
Preferred experience working with local, state and federal standards and regulations and dealing with the public in a governmental setting; and
Preferred two (2) years of supervisory experience in addition to experience in budgeting and finance of public infrastructure improvement projects; and
Must possess a valid driver's license with driving privileges in the State of Ohio and insurable driving record.
EQUIPMENT AND SOFTWARE OPERATED:
Operation of motor vehicle, and basic office equipment such as computer, copier, printer, and calculator. Must be able to use the following technology: Computer aided design (CAD) software; Email software; Internet Browser; and Microsoft Office Suite (word processing, spreadsheets, and presentations)
SPECIAL WORKING CONDITIONS:
Work is primarily performed in a standard office setting, but field work is required.

Duties:
(1) Performs design/plan preparation; develops short and long term strategic plans and directs in- depth analysis and engineering design and construction for major functions in area of specialty; develops methods, procedures and design, construction and maintenance standards for roads, bridges, culverts, sidewalks, bike trails, drainage and traffic control systems and/or other related structures or systems; sets up contracts for county-wide geotechnical testing and engineering services; coordinates plan and specification preparation with survey, design, construction, right-of-way and road maintenance departments; consults with and assists Township Trustees and employees in regard to maintenance and design for roadway, pavement, traffic and drainage projects; personally prepares plans and specifications and resolves various plan design and construction problems; makes or directs field inspections, performs studies and analyzes statistical and physical data to determine and establish necessary maintenance and construction priorities; reviews and/or prepares cost estimates of material quantities and other related construction costs; analyzes bids and makes recommendations regarding bid awards; recommends and evaluates annual and five (5) year capital improvements program budget; prepares engineering-related legislation and grant applications; negotiates and reviews engineering consultant contracts and proposals; secures contractors for special projects initiated under purchase orders and initiates and/or reviews payment for same; prepares relevant assessment documents for certain projects.
(2) Performs plan review; coordinates and/or acts as liaison for design and construction of subdivision and other public infrastructure improvements; reviews design and construction projects by other departments for major functions in areas of specialty and consultants for both public and private construction and makes recommendations including site and subdivision plans.
(3) Performs construction review/field inspection; monitors construction activities within the public right-of- way of the County and Township Road systems and public infrastructure improvements in new subdivisions; coordinates with utility companies throughout the design phases of projects on any necessary adjustments/relocations required of utility company facilities; administers contracts for infrastructure improvements; inspects work on construction projects to observe compliance with plans and specifications, to approve contractor payments and to ensure effective engineering and traffic control over the projects; investigates field changes, makes final inspection of work if needed and prepares reports including recommendations and observations; analyzes bids and makes recommendations regarding bid awards; conducts inspection and/or manages inventory of County's applicable infrastructure system.
(4) Performs personnel/management functions; studies and reviews existing operations, policies and procedures and makes recommendations; supervises, assigns, reviews, and coordinates the work of engineering personnel and support staff engaged in said work; initiates counseling and disciplinary actions as required; reviews and approves timesheets and coordinates time off requests of assigned personnel and insures overall conformance of subordinates personnel with departmental policy and procedure manual; conducts employee performance appraisals and makes recommendations regarding merit increases; acts as liaison between other county departments, municipalities, local businesses, state, local and federal regulatory agencies, consulting engineers and others relative to engineering functions and policies; carries out complex and innovate research assignments requiring the development of new or improved techniques and procedures; provides information to the public and to the news media and attends public meetings as required; operates computers, calculators, CAD machine and other related technical equipment.
(5) Performs public/private construction section duties ; coordinates with the Permit Section and the Road Maintenance Department with regard to public and private utility and permit work within the right- of-way of County and Township roads; coordinates and provides counsel and assistance to the Road Maintenance Department for a variety of construction projects; maintains and updates construction standards and specifications for department; assists with other agencies and the private sector to coordinate various regional projects and planning efforts as assigned, other special assignments, investigations and studies.
(6) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions; attends professional education and training sessions, seminars, and workshops as directed; must demonstrate regular and predictable attendance; maintains required licenses and/or certifications; performs other related duties as required.
