The City of Novato is seeking an experienced and collaborative professional to serve as our Deputy Building Official within the Community Development Department's Building Division. This leadership role offers an exciting opportunity to help guide the daily operations of the City's permit center and plan review functions while supporting safe, compliant, and high-quality development throughout the community.
Working closely with the Chief Building Official, the Deputy Building Official plays a key role in overseeing permit processing, supervising plan review operations, and providing technical guidance to staff, design professionals, contractors, and members of the public. This position combines leadership, technical expertise, and customer service, ensuring that development projects move efficiently through the review process while maintaining compliance with applicable building codes, regulations, and safety standards.
The Deputy Building Official also supervises professional, technical, and administrative staff, coordinates consultant plan review services, and contributes to the continued improvement of Building Division policies, procedures, and service delivery. DEFINITION
The fundamental reason for the existence of this classification is to assist the Chief Building Official with the development, implementation and daily management of personnel and operations and activities related to Building Division administration including Development Permit Services and Building Division Plan Review. To supervise professional and technical Building Division staff; to plan, organize, direct and supervise permit center operations; to provide advanced customer service; to plan, organize, direct, and supervise building division plan review staff and operations; to perform advanced level plan review of commercial, industrial, residential and multi-residential buildings; to review plans to ensure that they are designed in accordance with applicable codes, ordinances and permit requirements; to coordinate and administer consultant contracts; perform inspections of residential and non-residential buildings; and to provide responsible administrative support and staff assistance to the Chief Building Official.
This is a supervisory level class exercising direct control of permit center and plan review staff. Positions assigned to this class can be distinguished from lower-level permit center and plan review staff classes by the performance of more complex tasks requiring a high degree of knowledge related to all areas of permit intake and processing, plan review and contract administration. Positions assigned to this class can be further distinguished by the performance of lead supervisory activities such as assigning work, monitoring project progress and providing technical assistance and training to other professional and technical staff as well as responsibility for assigned projects.

Essential duties require the following physical skills and work environment:
Physical Skills: Able to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated or standing position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and to make public presentations; lift and carry up to 5lbs of files, and materials.

SELECTION PROCESS

Candidates receiving a conditional offer of employment will be required to pass a pre-employment medical and drug screen examination prior to receiving a final job offer.

Salary:
Starting salary is generally the first step of the range listed; however, advanced step appointments may be approved based upon qualifications when warranted. Subsequent salary increases within the range are scheduled yearly and may be granted based upon satisfactory service.
9/80 work schedule with closures on alternate Fridays. Employees work nine hours per day and eight hours per day on the working Friday.

The City participates in the California Public Employees Retirement System (CalPERS). In compliance with AB 340, CalPERS retirement formula is either 2% at 55; employee contributes 9.5% of salary, or 2% at 62; employee contributes 7.25% of salary, depending on eligibility.
The City provides a specific dollar amount to each employee based on the employees benefit enrollment level to apply to medical, dental, life and disability insurance. The dental program and life insurance policy are mandatory. Health, vision and disability options are available. Employees who do NOT enroll in a healthcare plan through the City will receive up to $250 per month as an addition to their gross earnings.
