    Position Overview

    The Department Manager for Environmental Due Diligence and Compliance is a senior leadership role responsible for the operational, financial, and strategic management of the Environmental Due Diligence and Compliance department. This position is responsible for managing technical staff, overseeing high-volume and high-value project work, and ensuring the successful delivery of services to clients across commercial, industrial, and public sectors. The Department Manager will also serve as a key liaison between corporate leadership, internal departments, and external clients to support the firm’s growth, client satisfaction, and long-term success.

    The ideal candidate brings deep knowledge of federal and state environmental regulations, hands-on experience conducting and reviewing Phase I and II Environmental Site Assessments (ESAs), and a strong background in environmental compliance auditing and permitting. This leadership role is pivotal to our firm's success and client satisfaction in transactions, regulatory support, and ongoing compliance management.

    Minimum Qualifications

    • Bachelor’s degree in Environmental Engineering, Geology, Environmental Science, or a related technical discipline required; Master’s degree preferred.

    • 10+ years of progressive experience in geotechnical and/or environmental consulting, including leadership and project management experience with a strong focus on environmental due diligence and compliance.

    • 3+ years of team leadership or management experience in a consulting or corporate environment.

    • Professional registration (PE, PG, CHMM, or similar) strongly preferred.

    • Advanced understanding of federal and state environmental regulations, including CERCLA, RCRA, CWA, CAA, EPCRA.

    • Strong project management and organizational skills with the ability to manage multiple deadlines.

    • Proven experience managing departmental P&L performance.

    • Experience with large portfolio due diligence for real estate, investment, or corporate clients.

    • Familiarity with ASTM and AAI standards, vapor encroachment screening, and current PFAS regulations.

    • Experience managing relationships with legal counsel, financial institutions, and regulators.

    • Working knowledge of EHS management systems or digital compliance platforms.

    • Excellent communication and technical writing skills.

    • Strong business development and client relationship management capabilities.

    • Experience with contract negotiation, MSA management, and operational policy implementation.

    • Proficiency in project management software, financial reporting tools, and technical software relevant to geotechnical and environmental services.

    Key Responsibilities

    Department Leadership & Staff Development

    • Lead the Environmental Services Department with a focus on due diligence and compliance service lines.

    • Supervise, mentor, and support a team of environmental professionals across multiple project types and experience levels.

    • Oversee workload allocation, training, performance reviews, and hiring.

    • Promote technical excellence, collaboration, and continuous professional development.

    Due Diligence Oversight

    • Oversee the execution and quality of:

      • Phase I Environmental Site Assessments (ASTM E1527-21)

      • Phase II Subsurface Investigations as needed to address Recognized Environmental Conditions (RECs)

      • Transactional due diligence for real estate, mergers & acquisitions, and refinancing

    • Ensure timely delivery of accurate, defensible reports to clients, attorneys, and financial institutions.

    • Provide expert-level reviews and client-facing interpretations of findings, recommendations, and environmental risk.

    Environmental Compliance Management

    • Lead and review environmental compliance audits for facilities across multiple sectors (industrial, commercial, institutional).

    • Oversee the preparation of environmental permits, plans, and reports, including:

      • Stormwater Pollution Prevention Plans (SWPPPs)

      • Spill Prevention, Control, and Countermeasure (SPCC) plans

      • Air, water, and waste permit applications

      • Hazardous materials inventories and Tier II/TRI reporting

    • Stay current on evolving regulatory requirements (e.g., CAA, CWA, RCRA, EPCRA) and advise clients accordingly.

    Client Management & Business Development

    • Serve as a primary point of contact for key clients, offering strategic guidance and compliance insight.

    • Develop and maintain strong client relationships to ensure repeat business and referrals.

    • Identify new opportunities within existing accounts and support proposal development for new clients.

    • Represent the firm in professional and industry forums and stay engaged with environmental business trends.

    Project & Financial Oversight

    • Monitor department performance, including project budgets, utilization, and profitability.

    • Ensure high standards of quality, compliance, and client service across all deliverables.

    • Coordinate with leadership on resource planning, service line strategy, and business goals.

    Staffing & Talent Management

    • Evaluate current and future staffing needs based on workload, business development initiatives, and project forecasts.

    • Recommend strategic hires, reassignments, or outsourcing to optimize efficiency.

    • Anticipate specialized skills required for upcoming project types and markets.

    • Provide leadership with data-driven staffing reports for decision-making.

    • Conduct formal performance reviews tied to defined KPIs and competencies.

    • Recommend cost-of-living adjustments (COLA) in alignment with company policy and market benchmarks.

    Responsible for Profit and Loss Statements (P&L)

    • Own departmental revenue, expense, and margin targets.

    • Monitor monthly financial reports to identify trends and variances.

    • Approve budgets for staffing, equipment, and training within profitability goals.

    Leadership and Professional Development

    • Mentor staff through coaching, technical guidance, and career pathing.

    • Identify and sponsor training opportunities that align with business goals.

    • Foster a culture of accountability, innovation, and professional integrity.

    • Encourage cross-training to increase departmental flexibility.

    • Develop succession planning strategies for key roles.

    Distribution of Work Assignments

    • Assign staff based on skills, licensure, and project complexity.

    • Ensure workload distribution promotes efficiency and professional growth.

    • Monitor project delivery timelines and reallocate resources proactively.

    • Balance staff development needs with client deliverable requirements.

    • Track and report on departmental utilization rates.

    Accountable for Corporate and Professional Standards and Ethics

    • Uphold compliance with federal, state, and local regulations.

    • Ensure adherence to industry codes of ethics and corporate policies.

    • Enforce quality assurance and control standards on all deliverables.

    • Lead by example in integrity, transparency, and ethical decision-making.

    Develop Workflows and Standards / Direct and Facilitate Dept. Meetings

    • Establish and update SOPs for project delivery and documentation.

    • Standardize QA/QC processes to ensure consistent outputs across teams.

    • Lead structured departmental meetings to review progress, goals, and risks.

    • Track action items and ensure accountability from meeting outcomes.

    • Incorporate technology and automation to streamline workflows.

    Communication and Implementation of Corporate Policies and Goals

    • Translate executive vision into actionable departmental objectives.

    • Cascade corporate initiatives clearly and consistently to staff.

    • Monitor compliance with company-wide policies and procedures.

    Plan Business Development / Marketing / Client Relations Strategies

    • Collaborate with business development to target high-value markets and clients.

    • Build and maintain strong client relationships to expand repeat business.

    • Support proposal preparation, presentations, and interviews.
