    LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF CHILDREN'S SERVICES, DAVIDSON COUNTY

    This is a DCS Program Specialist position for the Delegated Authority Contracts Services division of the Central Office Operations Team.

    This position is currently located in Davidson County.

    This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

    Qualifications

    Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of professional work in one or a combination of the following: counseling or case management services; program evaluation of counseling or case management services, two years of which must involve providing these services to children and/or juveniles.

    Substitution of Education for Experience: Graduate course work credit received from an accredited college or university in social work, criminal justice, psychology, sociology, human services, and/or child development may substitute for the required experience on a year-for-year basis to a maximum of one year, there being no substitution for the required two years of children's services work (e.g. 36 graduate quarter hours in one or a combination of the above listed fields may substitute for one year of the required experience).

    Overview

    Under general supervision, performs advanced program support work relating to Delegated Authority contracts, with a strong focus on customer service to internal staff and vendors. Assists with contract and vendor processes, develops and maintains policy and procedures, analyzes data for compliance and process improvement, and supports projects that improve service delivery. Performs related work as required. This is the first level in the DCS Program Series.

    Responsibilities

    • Establishes and maintains collaborative relationships with vendors, providers, and internal stakeholders to support efficient processing, consistent communication, and quality customer service.
    • Interprets and applies delegated authority requirements, departmental policies, laws, and procedures by providing technical guidance, resolving application issues, and supporting informed decision-making.
    • Maintains accurate vendor records by reviewing applications and renewals, documenting communications, updating electronic systems, and ensuring records accurately reflect status and compliance.
    • Monitors vendor compliance through application reviews, renewal activities, system reports, background check verification, and complaint tracking to ensure eligibility requirements and departmental standards are met.
    • Collects, analyzes, and evaluates vendor applications, supporting documentation, compliance records, and performance data to determine eligibility, identify deficiencies, and recommend corrective actions.
    • Regularly reviews vendor application processes, compliance trends, and customer service metrics to identify opportunities for improvement, promote consistency in policy application, and enhance the efficiency and effectiveness of unit operations.
