Job Description:

We are seeking an experienced IT Program Manager to work directly with the IT Director and provide executive-level communication, reporting, and presentation. The candidate will be responsible for IT financial reporting and analysis, IT spend management, portfolio governance, project prioritization, capacity planning, risk management, and executive reporting.

The ideal candidate will have strong experience managing IT portfolios, programs, and projects while partnering with senior leadership and key stakeholders to ensure alignment between technology investments and business objectives.

Key Responsibilities:

  • Work directly with the IT Director and communicate and present effectively at an executive level.
  • Manage financial reporting and financial analysis for IT.
  • Roll up IT spend to support Total Cost of Ownership (TCO) and showback reporting.
  • Manage relationships with key stakeholders to drive data collection, reporting, and financial planning.
  • Understand and manage contract forecasting and IT financial planning.
  • Create and maintain an IT Portfolio Plan outlining projects, programs, and other technology initiatives.
  • Collaborate with stakeholders to develop, manage, and enforce IT portfolio, program, and project management methodologies and disciplines.
  • Ensure strategic alignment between technology initiatives and business goals.
  • Partner with the Enterprise Architect to develop and maintain an IT governance framework.
  • Document portfolio management processes, standards, governance practices, roles, responsibilities, decision-making procedures, and compliance measures.
  • Conduct annual planning sessions with key stakeholders to identify technology priorities for current and future fiscal years.
  • Centralize and oversee the intake process for technology projects, including funding, resource, and risk requirements.
  • Develop and maintain a project risk prioritization matrix to assess and prioritize projects.
  • Drive prioritization and sequencing of projects based on strategic importance, resource availability, risk exposure, and business objectives.
  • Perform capacity planning to identify resource requirements and scheduling needs for portfolio decisions.
  • Identify project dependencies, critical paths, and resource constraints.
  • Conduct regular portfolio reviews with senior leadership and provide recommendations regarding IT investments.
  • Develop and maintain risk management plans to mitigate risks that may impact successful delivery of portfolio projects and programs.
  • Continuously review the IT portfolio to identify opportunities for improvement, optimization, or consolidation.
  • Develop and implement innovative reporting metrics to provide visibility into portfolio performance for senior leadership and IT stakeholders.
  • Implement quality assurance processes and audits in partnership with the Compliance team.
  • Ensure projects are delivered on time, meet quality standards, and satisfy user expectations.
  • Collaborate with cross-functional teams to drive portfolio governance, execution, reporting, and continuous improvement.


Required Skills & Experience:

  • Strong experience in IT Program Management, Portfolio Management, and Project Management.
  • Experience with IT financial reporting, financial analysis, budgeting, forecasting, and spend management.
  • Experience managing IT portfolios and strategic technology initiatives.
  • Strong understanding of portfolio governance, project prioritization, risk management, and capacity planning.
  • Experience working with senior leadership and presenting to executive stakeholders.
  • Strong stakeholder management and communication skills.
  • Experience developing portfolio reporting, dashboards, KPIs, and executive-level metrics.
  • Strong analytical and problem-solving skills.
  • Experience with project intake, prioritization, resource planning, dependencies, and risk assessment.
  • Experience establishing and enforcing project/program management methodologies and governance frameworks.
  • Strong proficiency with Excel, PowerPoint, and Smartsheet.
  • Experience with Tableau, ServiceNow Strategic Portfolio Management (SPM), and Jira.
  • Ability to work collaboratively with Enterprise Architecture, Compliance, Finance, IT leadership, and business stakeholders.
