The Position

Incumbent works under the direction of the Douglas County Assessor/Register of Deeds or designee, performing GIS support functions involving the preparation and annual maintenance of a cadastral map system and analysis of legal descriptions.

Essential Functions

  • Create and maintain land records using GIS software and other resources (e.g. surveyors field notes, metes and bounds descriptions, non-detailed plats) establishing a permanent pictorial record of the legal ownership division of land in Douglas County.
  • Create new subdivisions, lots, and parcels from recorded plats and compute the values of the newly created parcels.
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
  • Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
  • Update cadastral layers and maps reflecting changing divisions of land ownership.
  • Process agricultural splits determining soil types and redistributing value.
  • Research property ownership legal descriptions resolving ownership boundary questions.
  • Research and update parcel information (e.g. corrections, splits, combinations).
  • Perform assigned functions utilizing the CAMA system and mainframe database.
  • Respond to inquiries (e.g. public, coworkers, other agencies).
  • Report to work with regular, consistent attendance.
  • Perform other duties as assigned and directed.

Education and Work Experience and Other Requirements

  • Associates degree in Geography or Geographic Information Systems required.*
  • Two (2) years of mapping or surveying experience required.*
  • Two (2) years of ArcGIS software experience or the equivalent in college level courses required.
  • Completion of a pre-employment criminal record check and conditional offer drug screen required.
  • *Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

  • Work is generally performed in an office setting. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. weekends, overtime, emergency call-in).   • Work requires some physical activity, including extended periods of sitting, standing, frequent reaching, walking, and occasional balancing, kneeling, bending. Work also requires the ability to frequently lift/carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
  • Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, depth perception and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
