General Job Information
Introduction
This position is located in the Criminal Justice Coordinating Council (CJCC), an independent agency that serves as a forum for identifying challenges and generating solutions to enhance public safety and the fair administration of justice for District of Columbia residents, visitors, and justice- involved individuals. CJCC facilitates information sharing and collaboration; conducts research and analysis; and provides training and technical assistance on behalf of its District and Federal member agencies.
This is a part-time, project-based consulting engagement with the Criminal Justice Coordinating Council''s Statistical Analysis Center (SAC). The SAC produces high-quality criminal justice data, analyses, and dashboards to inform public safety policy in the District of Columbia.
The incumbent is responsible for working in partnership with SAC staff to design, build, and document a comprehensive data governance framework. This engagement is project-scoped as well as time-limited to one year, with the possibility of renewal pending funding. The incumbent is responsible for producing concrete deliverables that SAC staff can own, maintain, and build upon after the engagement concludes. The incumbent facilitates, drafts, builds, and documents, with the Director of Research and Policy making final decisions.
Duties and Responsibilities
Incumbent collaborates with SAC leadership to design and formalizes a comprehensive data governance framework. Responsibilities include drafting documentation that defines data roles and responsibilities, access tiers, and accountability structures for staff review and approval. The incumbent develops workflow plans for data collection, validation, and publication; produces standardized policies governing file management, naming conventions, and folder structures; and drafts data-sharing and transfer standards that comply with applicable local and Federal requirements. Produces a complete enterprise data inventory cataloging all data sets managed by the SAC, including dates received, cleaned, and required deletion dates. Develops detailed agency-specific codebooks and metadata documentation that support interpretation and analysis by staff and external users. Establish formal-control protocols for datasets and dashboards. Produces a full inventory of R or Stata code used for data cleaning, enrichment, and standardization.
Incumbent implements a centralized, secure shared repository for the enterprise data inventory, codebooks, and metadata documentation, with role-based access controls aligned with requirements for juvenile and other sensitive datasets. Develops templates and submission guidelines to ensure external agencies provide data in consistent formats standardized to CJCC expectations. Writes automated validation scripts to assess data submissions for completeness, accuracy, and adherence to naming conventions. Builds automated data cleaning and enrichment pipelines to reduce manual intervention and ensure dashboard accuracy. Incumbent develops training materials, user guides, and quick-reference documents covering new governance policies, documentation standards, and data-quality protocols. Facilitates training sessions for SAC staff and participating agency partners. Ensures all materials are designed for long-term utility beyond the incumbent's engagement. Incumbent creates a documented review schedule for updating codebooks, validation rules, and documentation as data definitions, legislation, or agency practices evolve. Delivers a written maintenance and sustainability plan enabling SAC staff to maintain all governance products independently.
