Title: Data Center Technical Program Manager
Location: Wichita Falls, TX (about 2 hours outside of Dallas)

Job Description: We are seeking a highly motivated and experienced Program Manager to join our Horizon Incubation Garden team. In this role, you would be expected to perform in the field daily coordination and problem solving, you will be instrumental in driving the successful execution of complex infrastructure and technology prototyping projects from conception through completion. You will thrive in ambiguous environments, transforming high-level narratives into actionable plans and ensuring seamless on-the-ground execution in challenging timelines and technology complexity.
Responsibilities: Project Leadership & Ambiguity Management:
- Lead and manage multiple, concurrent projects within a dynamic and evolving incubation environment, often starting with high-level concepts and developing them into detailed execution plans.
- Proactively identify potential risks, challenges, and dependencies, developing mitigation strategies and adapting plans as needed.
- Navigate and reduce ambiguity by defining clear project scopes, objectives, and deliverables.
- Drive consensus among diverse stakeholders and translate strategic goals into tangible project outcomes.
On-the-Ground Coordination & Execution:
- Provide daily, hands-on coordination and oversight of project activities at the site level, ensuring alignment with project plans and operational protocols.
- Collaborate closely with cross-functional teams, including engineering, security, logistics, and multiple external vendors, to ensure smooth project progression.
- Manage and track project timelines, resources, and budgets, ensuring efficient allocation and utilization.
- Facilitate effective communication and information flow between all project participants, including daily stand-ups and regular progress updates.
Operational & Infrastructure Development:
- Contribute to the development and implementation of physical security protocols, access control systems, and site monitoring solutions.
- Oversee the logistics and execution of equipment move-in/move-out (MIMO) plans and other critical site infrastructure deployments.
- Ensure adherence to safety standards and operational best practices throughout all project phases.
Stakeholder Management & Communication:
- Build and maintain strong relationships with internal teams, external vendors, and key stakeholders.
- Prepare and present regular project updates, reports, and documentation to leadership and relevant teams.
- Manage and track project-related issues and requests using internal systems (e.g., Buganizer, purchasing tools).
Minimum Qualifications: - Bachelor's degree in a related field or equivalent practical experience.
- Proven experience with construction project management
- 5 years of experience in program management, project management, or a similar role, with a focus on operational or infrastructure projects.
- Proven ability to lead projects in ambiguous environments, from narrative to execution.
- Experience with on-the-ground project coordination and working with cross-functional teams and external vendors.
- Strong communication, interpersonal, and organizational skills.
Preferred Qualifications: - Experience with physical security systems, data center operations, or large-scale infrastructure deployments.
- Experience with technology incubation and prototyping
- Experience with internal Google tools and systems (e.g., Buganizer, Google Drive, SmartSheet).
- Ability to adapt to rapidly changing priorities and manage multiple tasks simultaneously.
