The Data Analyst (Business Operations Manager) supports NASA Environmental Support Services at Johnson Space Center by managing waste, procurement, vendor, cost, and operational data. This position is central to implementing and maintaining the Demand Services Standardization Initiative waste-management cost-accounting process.

The role transforms complex environmental and business information into clear reports, accurate invoices, cost allocations, forecasts, and management insights. The position coordinates with environmental program personnel, procurement stakeholders, waste disposal facilities, vendors, and NASA representatives to maintain traceable and defensible records.

    Responsibilities

    • Manage waste data, procurement coordination, vendor information, cost records, and supporting documentation for regulated waste services.
    • Implement and maintain data-tracking processes for the DSSI Waste Management Program, including resource expenditures, personnel hours, other direct costs, and generator chargebacks.
    • Track regulated waste costs at the container or accumulation level from generation through onsite management, transportation, and offsite disposition.
    • Allocate direct and indirect costs by waste generator, organization, Headquarters Mission Directorate, project, work authorization, or construction activity, and document the rationale for percentage-based allocations.
    • Reconcile waste disposal facility and vendor charges against supporting records, invoices, manifests, profiles, sampling, transportation, treatment, and disposal activities.
    • Compile monthly invoices by Mission Directorate and prepare cost reports that summarize prior-month actuals and projected costs for the next two months.
    • Track time-and-materials costs by applicable PWS activity and maintain travel costs as separate records with the appropriate PWS section and cost information.
    • Analyze and summarize complex environmental and business information in a clear, understandable format for NASA and contractor management.
    • Maintain accurate, complete, and auditable records in Government-provided databases and other approved tracking systems.
    • Support monthly environmental status reporting, workload metrics, performance tracking, property records, data calls, audits, and management reviews.
    • Coordinate with environmental staff, procurement personnel, vendors, treatment/storage/disposal/recycling facilities, and Government stakeholders to resolve data or billing discrepancies.
    • Protect data quality by applying consistent definitions, validation checks, version control, and documented business rules.
