The Finance Department: The City of Jacksonville Finance Department, located at City Hall in downtown Jacksonville, is a service department that provides cash and asset management, accounts payable and purchasing, customer billing and collections, contract review and grant monitoring, and budgeting services.

General Description: The City of Jacksonville is looking for a Customer Service Specialist to complete clerical work involving utility customer service and the preparation and maintenance of fiscal or related records. Work is performed under the regular supervision of the Collections Supervisor and/or Revenue Manager.

The salary posted is the full salary range for this position. The starting salary is expected to be in the range of $38,078.51 - $49,502.06 depending on qualifications.

Essential Functions/Typical Tasks

Assisting customers with service requests; providing information; collecting and accounting for fees; preparing and maintaining customer records and files. (These are intended only as illustrations of the various types of work performed.   • Receives telephone calls from utility customers regarding new services, transferring accounts, discontinuing service, change of address, bank drafts, cut on, cut off and billing problems.
  • Takes applications for new services, collects appropriate fees, assigns account numbers, sets up customer information and prepares service orders.
  • Accepts cash and check payments for utility bills and other fees and services.
  • Receives customer inquiries, searches out information, answers customer questions.
  • Gathers, assembles, tabulates, checks and files financial data.
  • Posts, checks, balances, updates and adjusts utility account on the computer.
  • Maintains financial and statistical records and compiles reports.
  • Creates service orders, requisitions, and correspondence.
  • Accounts for checks and cash received daily and balances against receipts.
  • File various fiscal transaction documents.
  • Searches documents for posting errors.
  • Collates, sort, and compiles fiscal data in accordance with procedures.
  • Operates typewriter, calculator, computer and other standard office equipment used to create and maintain records.
  • Performs related tasks as required.

Required Education and Experience

Any combination of education and experience equivalent to graduation from high school AND 6 months to 2 years of experience in general office work.

Knowledge, Skills and Abilities

General knowledge of utility, meter reading and bookkeeping terminology, methods, procedures and equipment; general knowledge of standard office procedures, practices and equipment; general knowledge of utility service connection and termination procedures, billing, collecting and adjustments; ability to understand and follow oral and written directions; ability to follow detailed work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; skill in the use of a variety of computer and office machines and some typing ability; ability to establish and maintain effective working relationships with associates, customers and the general public.
