The Environmental Analysis Unit supports development of sustainable transportation infrastructure that minimizes impacts on the human and natural environment.

The primary purpose of the position is to supervise NCDOT archaeological staff as well as manage, conduct and approve archaeological investigations for transportation projects throughout the state. The position is responsible for the review and approval of archaeological technical memoranda (reports) supporting the sections of environmental documents or permits that require evaluation of archaeological resources encountered by highway and bridge construction.

In this role you will:

• Serve as the lead professional archaeologist for the Department of Transportation to ensure compliance with state and federal environmental and historic preservation legislation and regulations regarding archaeological resources.
• Coordinate with the project engineer and preliminary consultation with the Office of State Archaeology on the scope of necessary investigations, background research, logistical planning, conducting field research, and analyzing field data.
• Supervise up to six full-time staff. Supervision includes assigning and reviewing work, training new staff, communicating information to the staff, maintaining project records, securing proper equipment, and encouraging professional development.
• Be responsible for directing the preparation of archaeological identification and evaluation documents for projects undertaken by the NCDOT.
• Manage and supervise professional archaeological studies required to comply with the National Environmental Policy Act (NEPA), the National Historic Preservation Act, the State Environmental Policy Act, the Department of Transportation Act, and other laws relevant to archaeology in transportation planning.
• Manage Private Engineering Firm Contracts related to archaeological studies involving scope of work, estimates, project management tasks, scheduling, budgets, invoicing, and evaluations.
• Be responsible for managing and directing staff experts that provide technical assistance to personnel in the 14 NCDOT Division Offices as well as other Branches, Sections and Units in the Division of Highways as well as multiple state and federal agencies when authoritative representation of NCDOT''s position on archaeological issues is needed.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC20 $70,478.00 - $123,336.00

Management prefers applicants with the following:

• Knowledge of archaeological techniques, methods, and theories with specialized focus on Southeastern U.S. archaeology and North Carolina prehistory and history.
• Experience completing all phases of archaeological work which includes supervising and directing field crews in the scientific excavation of archaeological sites as well as report production.
• Knowledge of archival and traditional archaeological research, utilizing professional reference resources and facilities to analyze artifacts and establish their site-specific and regional context.
• Experience utilizing federal and state preservation and cultural resource legislation and related compliance procedures and instructing staff on relevant regulatory and transportation-related preservation issues.
• Demonstrated ability to establish and maintain effective working relationships with all stakeholders involved in the development of transportation projects.

Bachelor's degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.
