Job Summary

The Cold Eyes Review Team Lead is responsible for leading an independent, off-project review of project planning, readiness, and execution associated with the Tank Roof Air Raise. The role provides an experienced and unbiased assessment of air raise preparations and execution to confirm activities are being performed in accordance with applicable handbooks, procedures, checklists, project requirements, and established safe work practices.

The Cold Eyes Review Team Lead will work closely with the Tank Management Team while maintaining independence from the personnel directly responsible for planning and executing the air raise. The Lead is expected to identify gaps, challenge assumptions where appropriate, verify readiness in the field, and provide timely feedback to support the safe and successful execution of the air raise.

Key Responsibilities

  • Lead a team of experienced, off-project personnel in the review of applicable air raise handbooks, procedures, work plans, checklists, and supporting documentation.
  • Develop and coordinate the Cold Eyes review approach, including assignment of review responsibilities to team members based on experience and area of expertise.
  • Verify project compliance with applicable air raise handbooks, procedures, checklists, and established project requirements.
  • Review the project's completion of the air raise checklist and confirm that required inspections, verifications, testing, and readiness activities are being completed correctly and accurately.
  • Perform and/or direct independent spot verifications of checklist items and field conditions as necessary to validate completion and confirm physical conditions are consistent with documented status.
  • Identify gaps, discrepancies, incomplete items, or conditions that may affect the safe and successful execution of the air raise and communicate these items promptly to the Tank Management Team.
  • Attend air raise planning, coordination, readiness, and execution meetings during the weeks leading up to the planned air raise.
  • Provide experienced, independent feedback during air raise meetings regarding readiness, sequencing, execution planning, schedule, interfaces, contingency planning, and safety.
  • Provide real-time, unbiased feedback to the Tank Management Team regarding air raise-specific activities, overall readiness, schedule risk, emerging issues, and safety concerns.
  • Monitor closure of significant items identified through the Cold Eyes review and verify that conditions affecting air raise readiness have been adequately addressed prior to execution.
  • Maintain awareness of field activities leading up to the air raise and identify changes in field conditions or execution plans that may require additional review or verification.
  • Attend the Tank Roof Air Raise and actively monitor execution to confirm activities are being performed in accordance with the approved procedure, established sequence, and defined roles and responsibilities.
  • Provide experienced input and problem-solving support for unplanned conditions or issues encountered during air raise activities while maintaining clear communication with the Tank Management Team and responsible execution personnel.
  • Immediately communicate conditions that may compromise personnel safety, equipment integrity, tank integrity, or successful execution of the air raise.
  • Participate in final readiness reviews and provide the Tank Management Team with an independent assessment of air raise readiness based on the Cold Eyes team's observations and verification activities.

Required Skills

  • Extensive construction experience associated with field-erected storage tanks, preferably including large-diameter tank construction.
  • Previous direct experience with tank roof air raises, including preparation, readiness verification, and/or execution.
  • Strong working knowledge of air raise planning, temporary systems, field verification, execution sequencing, and associated safety considerations.
  • Demonstrated ability to review construction procedures, work plans, checklists, and field conditions and identify potential gaps or execution risks.
  • Strong construction judgment with the ability to recognize conditions that may not be adequately addressed by procedures or checklists alone.
  • Ability to provide independent and objective feedback, including challenging established plans or assumptions when field conditions or experience warrant additional review.
  • Strong leadership and communication skills with the ability to work effectively with Construction, Tank Management, Field Engineering, ES&H, Quality, Rigging, Craft Supervision, and other supporting functions.
  • Ability to communicate concerns clearly and promptly while maintaining a collaborative working relationship with the project execution team.

Work Environment / Physical Requirements

  • Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces.
  • Some lifting may be required.
  • Must have the ability to walk into and out of the project (enter/egress).
  • Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).

Important Notes

  • The Cold Eyes Review Team Lead is expected to maintain an independent perspective throughout the assignment. The purpose of the Cold Eyes review is not to replace the project's normal planning, verification, supervision, or approval responsibilities, but to provide an additional level of experienced review and field verification for this critical activity.
  • Responsibility for execution of the Tank Roof Air Raise remains with the designated project management and construction organization.
  • The Cold Eyes Review Team Lead serves as an independent reviewer and advisor with direct access to the Tank Management Team for communication of significant concerns, readiness gaps, or conditions requiring immediate attention.
