Examples of Duties

Under general direction, this position is responsible for conducting criminal investigations involving economic crimes that do not require a sworn law enforcement officer. These may include bank fraud, identity theft, embezzlement, misappropriation of funds, check fraud, phishing/online scams, and related offenses. Employees in this classification ensure the preservation and processing of all evidence relevant to investigations. The position also involves analyzing and preparing various reports and crime statistics. Duties include investigating complex financial crimes, interviewing victims and witnesses, collaborating with financial institutions, working closely with state and federal law enforcement partners, and utilizing resources such as Pawn Track, driver's license photos, RAPID, LPR, photo line-ups, CA Plus, RMS, BSO Booking, P2P, and other systems.

• Analyzes, investigates, and prepares reports on assigned investigations (e.g., identity theft, fraud, theft, embezzlement, exploitation of the elderly).
• Prepares and disseminates BOLOs.
• Contacts and interviews victims of non-emergency crimes and completes detailed reports as necessary.
• Conducts criminal history checks and background investigations using TLO, Accurint, and other tools.
• Attempts to establish probable cause and prepares arrest warrants and non-custody affidavits.
• Utilizes various software applications, databases, and online resources, including Pawn Track, FCIC/NCIC, CJNET, BSO PICS, RAPID, LPR, RMS, etc.
• Enters data into the RMS system; uploads serial numbers to RAPID and "hot lists" vehicle tags and related information into LPR systems.
• Maintains active communication with department personnel.
• Proficient in Microsoft Outlook, Excel, and Word.

Typical Qualifications

• High School Diploma or GED required.
• FCIC certification or the ability to obtain certification is necessary.
• Must possess strong public relations and investigative skills.
• Prior law enforcement experience is required.

• This position is designated as a "Recovery" classification under the City's Emergency Operations Plan and may require the employee to report for duty during declared emergencies.
