Description
Under direction of the Administrative Lieutenant, this position will determine appropriate methodology to research and analyze varied and complex data and to arrive at logical and documented conclusions. Uses discretionary judgment in determining information to be gathered and disseminated to citizens, department directors, and other employees. Studies crime, disorder, and information related to the nature of incidents, offenders, and victims or targets of crime using socio-demographic, spatial and temporal characteristics. The information and statistics are provided to various divisions within the Department in an effort to predict, prevent, and/or solve crime occurring within the City of Rockwall. Determines the appropriate application of various software programs in order to obtain usable results based on the analysis of the needs of users.
Examples of Essential Functions
- Uses intelligence data to assist with tactical assessments and planning resources. Identifies emerging threats. Networks with other analysts in the area to share intelligence, strategies, and techniques. Networks with officers and detectives in the agency to gather intelligence that may not be found in written records. Utilizes a computer and accesses the Internet, CAD, FUSION, RMS, LexusNexis, TXGang, Leads on Line, TCIC, NCIC, and other applications to accomplish tasks related to the job. Conducts research into suspect/victim/witness activities via Social Media and other Internet databases to mine key data from social media files, public records files, phone records, criminal association records and criminal history data. Maintains confidential intelligence files for the Department. Uses available databases to identify and track repeat offenders as they relate to current crime trends. Receives, maintains and disseminates, as necessary, information regarding recent parolees. Assists in planning initiatives to reduce future criminal activity. Disseminates intelligence information to members of the department as directed. Provide strategic assessment to assist management with decision on future priorities. Performs other related duties as assigned or required.
- Performs a variety of analytical duties related to crime and law enforcement statistics in support of city law enforcement and crime prevention activities. Collects, objectively analyzes, interprets, evaluates, and disseminates data, including crime data to discover developing trends, patterns, and changes in criminal activity. Utilizes various databases, internal information and software to access, download, analyze and interpret data to develop crime series, patterns, suspect profiles, etc. Utilizes Geographic Information Systems (GIS) to produce computer generated maps displaying crime activity geographically.
- Develops and disseminates various reports/bulletins identifying criminal activity, suspect information, crime trends, statistics and/or forecasts. Prepares and presents as required weekly, monthly and yearly crime stats reports (e.g., Annual Report, Yearly Analysis, etc.) and presentations for command staff and other verbal briefings/presentations when required. Responds to internal and external requests for information. Facilitates the exchange of crime information within the police department with other law enforcement agencies. Identifies repeat offenders to assist in crime analysis. Assists with maintaining databases of selected persons such as registered sex offenders, known burglars, narcotics users, gang members, and other selected groups.
- Provides officers and supervisory staff with objective analyses to assist in problem solving, scheduling, and directed patrol. Assists in the administration of various departmental software packages, including database maintenance and user management as assigned and updates portions of departmental web page related to crime statistics.
- Develops and instructs training programs regarding the development and application of crime analysis information for police staff and the public.
- Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.

Education and Experience
Training and Experience:
- Bachelor's degree required. Preference is given to degrees in Criminal Justice, Computer Science, Math, Statistics, Public Administration, or closely related fields.
- Three years or more of experience in data analysis, trend analysis, research methods, statistics, experience producing reports and presenting materials in a formal meeting environment required.
- Must possess a valid Texas Drivers License.Must possess or be able to obtain NCIC/TCIC certification.
- Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

Physical Requirements:
- Some tasks are essentially sedentary, with occasional walking, bending, light lifting, or other restricted physical activities.

Merit Increases/Pay for Performance
Director salaries are actuals only and do not have salary ranges. Increases are based on performance and budget.
Non Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date.
Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date.

Health, Dental and Vision Insurance
Medical, Dental and Vision is available for purchase for full time employees. Coverage goes into effect on the 31st day.
Life and AD&D Insurance Coverage
Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay.

Sick Leave
Employees earn 80 hours of sick leave per year. There is no maximum accruals for sick leave.
Retirement
Texas Municipal Retirement System (TMRS)-2:1 match.
A required 7% of gross earnings are deducted each pay period and deposited into the members account. Upon retirement, the City will deposit its portion of the matching funds at 14%.
The City also participates in Social Security.
Deferred Compensation
The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.
Longevity
After completing one year of continuous service, employees will receive $5/month for Longevity Pay. This benefit is usually paid out each December.
Supplemental Benefits
The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.
Flexible Spending Accounts
Participation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.
Wellness Program
The City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year. Wellness exams are paid at 100% by the City.
Workers Compensation
All employees are covered by workers compensation for injuries sustained in the line of duty.
Bilingual Certification Pay
Eligible for up to $600 annually for bi-lingual pay.
Education Pay
Some positions are eligible for Education Pay.
