DEFINITION:
Under general supervision, performs professional crime and intelligence analysis in support of Police Department operations. Collects, researches, analyzes, and interprets crime, intelligence, and public safety data to identify crime patterns, trends, series, and emerging issues. Produces analytical products, reports, maps, dashboards, and bulletins to support operational, investigative, tactical, strategic, and administrative decision-making.
Provides analytical support to field operations, investigations, the Real-Time Crime Center (RTCC), and command staff by identifying crime patterns and suspect linkages, forecasting crime trends, developing investigative leads, supporting resource deployment and long-term planning, and facilitating information sharing among law enforcement partners. Prepares and presents analytical findings, reports, and visual products to command staff, department personnel, partner agencies, and community stakeholders to support informed decision-making and public safety initiatives. Performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
Crime Analyst I
This is the entry-level classification in the Crime Analyst series. Incumbents perform routine to moderately complex analytical assignments while developing proficiency in crime and intelligence analysis, Geographic Information Systems (GIS), law enforcement databases, Real-Time Crime Center (RTCC) technologies, and related analytical tools. Work is performed within established procedures, and analytical frameworks under general supervision and guidance. Assignments are designed to provide experience in the collection, analysis, interpretation, and dissemination of crime, intelligence, and public safety information. Incumbents are expected to progressively develop the knowledge, skills, and abilities necessary to perform journey-level analytical work.
This classification is alternatively staffed with Crime Analyst II, and advancement to the higher-level classification may occur upon demonstration of the required knowledge, skills, abilities, certifications, and performance standards established for the Crime Analyst II classification.
Crime Analyst II
This is the journey-level classification in the Crime Analyst series. Incumbents are expected to independently perform complex and professional analytical work in support of departmental operations, investigations, intelligence functions, and strategic planning efforts. Employees at this level exercise independent judgment in selecting analytical methodologies, evaluating information, identifying crime patterns and trends, developing analytical products, and formulating recommendations based on analytical findings.
Incumbents may coordinate analytical projects, provide technical guidance and training to lower-level staff, assist with the development of analytical processes and procedures, and serve as a departmental resource on crime analysis, intelligence analysis, GIS applications, and law enforcement data systems. This classification is distinguished from higher-level administrative and management classifications by its primary responsibility for specialized analytical work.
Duties
ESSENTIAL FUNCTIONS: (include but are not limited to the following)

- Collects, compiles, and analyzes data from police reports, calls for service, records management systems, Real-Time Crime Center (RTCC) tools, and other authorized sources
- Identifies crime patterns, trends, and series; analyzes case and suspect information; conducts criminal history and report reviews; and develops analytical leads and case matrices to determine linkages between incidents.
- Produces tactical, strategic, and administrative crime analysis products
- Provides analytical support to field operations, investigations, RTCC functions, and command staff
- Supports performance reporting processes through preparation of data, charts, and analytical summaries
- Develops and maintains crime dashboards, maps, and data visualizations using Geographic Information Systems (GIS) and related tools
- Prepares reports, bulletins, charts, and presentations; communicates findings in a clear and understandable manner
- Presents analytical information to department personnel and as assigned, community stakeholders
- Coordinates and exchanges information with allied law enforcement agencies within the Coachella Valley region and surrounding jurisdictions
- Establishes and maintains effective working relationships with department personnel, regional partners, and outside agencies
- Assists in information sharing processes with external law enforcement partners, including state and federal agencies, in accordance with applicable laws and policies
- Supports departmental intelligence functions, including assistance to the Threat Liaison Officer (TLO) program as assigned
- Utilizes Geographic Information Systems (GIS), analytical software, and law enforcement technology systems to support analysis and reporting
- Applies statistical, trend, and geospatial analysis techniques to support operational decision-making
- Conducts research and recommends data-informed strategies to support crime reduction and operational effectiveness
- Maintains proficiency in analytical tools, GIS applications, and emerging technologies relevant to law enforcement analysis and investigation.
- Establishes and maintains effective working relationships with community organizations, local and state agencies, associations, City staff and management, and the public.
- Prepares periodic crime bulletins and notices for dissemination within the Police Department and to appropriate outside agencies.
- Appears and testifies in court and other legal proceedings regarding crime analysis activities, findings, and related records when requested by subpoena, the District Attorney's Office, or Department command staff.
- Performs related duties as assigned.

SUPERVISON RECEIVED/EXERCISED:
- Crime Analyst I: Receives general supervision from the Police Sergeant and technical and functional direction from a Crime Analyst II. This is a non-supervisory classification.
- Crime Analyst II: Receives general supervision from a Police Sergeant or Police Lieutenant and may provide technical and functional direction to assigned staff.
Qualifications
MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Crime Analyst I
Education:
Equivalent to graduation from high school or possession of a GED. Completion of college-level coursework from an accredited college or university in crime analysis, data analysis, criminal justice, or a closely related field is required.
Experience:
Candidates should demonstrate strong analytical, research, or data-management skills and a willingness to learn crime-analysis methodologies.
Crime Analyst II
Experience:
In addition to the qualifications for Crime Analyst I, one (1) year of increasingly responsible experience performing duties equivalent to a Crime Analyst I within the City of Indio or a comparable public safety agency.
License/Certificate Requirements
Crime Analyst I:
Possession of a valid California Class C Driver's License.
Crime Analyst II:
Possession of a valid California Class C Driver's License.
Possession of a Crime and Intelligence Analyst Certificate issued by the California Department of Justice is required or must be obtained within a timeframe established by the City.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.
RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.
DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.
VACATION LEAVE: Based on length of employment with the City. 0
Maximum vacation accumulation shall be three (3) times that employees annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.
HOLIDAYS: City observes thirteen (13) holidays each year.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.
LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.
MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.
EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
