CRA MANAGER / GRANTS ADMINISTRATOR

\n


\n

Under the general direction of the City Manager/Community Redevelopment Board Agency (CRA), this position is responsible for overseeing the strategic planning, implementation, and administration of the city’s CRA initiatives while also coordinating efforts to enhance community resilience against environmental and economic vulnerabilities. The ideal candidate will work closely with city officials, business owners, residents, and external stakeholders to foster sustainable redevelopment in targeted areas and develop strategies that improve the city’s ability to withstand and recover from challenges such as climate change, natural disasters, and economic instability.

\n

ESSENTIAL JOB FUNCTIONS: (Essential functions are fundamental job duties. They do not include marginal tasks, which are also performed but are incidental to the primary functions.)

\n


\n

-Oversees the planning, administration, execution, and completion of CRA, redevelopment, economic development, and special projects in alignment with City plans, policies, and CRA objectives.

\n

-Administers residential and commercial grant programs and researches, prepares, secures, and manages grant funding from federal, state, local, and private sources, including compliance, reporting, budgeting, and audits.

\n

-Ensures redevelopment projects, programs, applications, and activities comply with applicable local, state, and federal laws, ordinances, regulations, plans, and ethics requirements.

\n

-Assists in developing and implementing long-term redevelopment and economic development strategies to attract investment, improve infrastructure, and encourage reinvestment in neighborhoods, housing, and commercial areas.

\n

-Develops and coordinates resiliency strategies addressing climate change, sea-level rise, hurricanes, natural disasters, and other community vulnerabilities, ensuring alignment with applicable City, hazard mitigation, FEMA, land use, and capital improvement plans.

\n

-Collects and analyzes data, evaluates risks and opportunities, and prepares recommendations, reports, and presentations for the City Manager, Mayor, CRA Board, City Council, committees, and community stakeholders.

\n

-Promotes CRA, redevelopment, economic development, and resiliency initiatives through public meetings, workshops, events, educational materials, and community outreach.

\n

-Builds and maintains effective relationships with governmental and regional agencies, developers, contractors, engineers, businesses, property owners, residents, nonprofits, and other community partners.

\n

-Provides information and technical assistance related to redevelopment and economic development opportunities, including site selection, land use, infrastructure, available grants, and related resources.

\n

-Attends CRA Board meetings and represents the City at community, redevelopment, economic development, and regional meetings and events.

\n

-Performs other duties as assigned.

\n

EDUCATION, TRAINING, AND EXPERIENCE: 

\n

·      Experience with Community Redevelopment Agencies and knowledge of applying for and writing grants, as well as grant administration.

\n

·      Understanding and experience with the Community Rating System, National Flood Insurance Program, and FEMA Elevation Grants.

\n

·      Bachelor's degree or higher from an accredited college or university in Urban Planning,Public Administration, Political Science, Business Administration, Environmental Science, Economics, Engineering, Finance, Marketing, or a closely related field.

\n

·      Highly prefer a Master's Degree in a related discipline.

\n

A minimum of three (3) years of progressively responsible professional work experience in sustainability planning, resiliency planning, coastal management, climate adaptation, or a related field (A comparable amount of directly related experience may be substituted at the City's discretion for the minimum educational requirements) or five (5) years of progressively responsible experience in public

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

  • Must possess and maintain a valid driver’s license.
  • \n
  • Become a member of the Florida Redevelopment Association. within the first year of employment.
  • \n
  • Must have or obtain within one (1) year of employment, National Incident Management System (NIMS) certification (level to be determined by job classification requirements).
  • \n
  • American Institute of Certified Planners (AICP)
  • \n
  • Preferred Certification: FRA Redevelopment Administrator (RA) or Redevelopment Professional (RP) certification preferred

·       Communicates clearly, effectively, and persuasively in all forms to a variety of audiences. This includes tactfully by telephone, in-person, and in writing with various state, federal, and local agencies, vendors, contractors, developers, and the general public.

  • Skilled in negotiating, administering, and executing contracts.
  • \n
  • Gathers and analyzes routine and complex data and interprets and communicates vital information for decision-making and formulation of policy recommendations.

  • Anticipates and averts potential problems and creatively solves complex issues.
  • \n
  • Provides leadership and direction to ensure the City is meeting redevelopment goals through active participation from the community, elected officials, CRA Boards members, and other agencies.
  • \n
  • Develops strategic direction in collaboration with various external and internal policy bodies, partners, and stakeholders to meet community development goals and objectives for the city.
  • \n
  • Identifies and secures funding for strategic initiatives from a variety of sources
  • \n
\n

·      Provides technical assistance and serves as a resource liaison for businesses, property owners, community organizations, development groups, and the general public.

\n
  • \n
  • Proficiency in GIS, data analysis tools, and other relevant software applications
  • \n
  • Knowledge of good management practices.
  • \n
  • Knowledge of computer applications as they apply to this office. 
  • \n
\n

·      Knowledge of the ordinances, policies, procedures, and laws of the State of Florida pertaining to municipal government.

\n

·      Knowledge of the principles, practices, and procedures of promoting businesses to move into the City.

\n

·      Knowledge of archives and records management laws, systems, and technology.

\n

·      Knowledge of modern principles and practices of public planning, zoning, and code

\n

compliance.

\n

·      Ability to assess needs and prioritize them.

\n


\n

PHYSICAL SKILLS: Must possess the following physical abilities:

\n

·       To communicate effectively using speaking, hearing, writing, and vision skills.

\n

·      Physical capability to effectively use and operate various office-related equipment, including but not limited to computer – laptop, desktop, tablet, telephone, smartphone, scanner, copier, fax machine, and calculator.

\n

·      Able to lift up to 40 lbs. unassisted. Work is primarily sedentary; however, it does require the ability to stand, climb, bend, stoop, squat, and walk intermittently, and possibly for long periods of time, depending on the task.
