Position Purpose

The Coordinator, Compliance and Related Services is responsible for coordinating and supporting the districtwide implementation of Occupational Therapy (OT), Physical Therapy (PT), and Music Therapy (MT) services to ensure equitable, high-quality and student-centered service delivery for students with disabilities. The coordinator oversees service delivery systems, staffing supports, documentation practices, compliance monitoring, and program implementation to ensure services are provided in accordance with Individualized Education Program (IEPs) and federal, state, and district requirements.

Under the direction of the Director of Compliance, Evaluation, and Related Services, the Coordinator leads efforts to monitor program effectiveness, support therapist performance, strengthen service delivery practices, and ensure compliance with regulatory requirements. The Coordinator provides technical assistance, professional learning, and performance management support for related service personnel; collaborates with campuses, families, and district leadership; and supports SHARS/Medicaid reimbursement processes to promote effective, compliance, and sustainable related services programs that improve student outcomes.

ESSENTIAL JOB FUNCTIONS

  • Leads the coordination, implementation, and continuous improvement of districtwide Occupational Therapy, Physical Therapy, and Music Therapy programs to ensure consistency, quality, and alignment with federal, state, and district requirements.

  • Coordinates service delivery models, staffing assignments, caseload management, scheduling practices, and operational procedures to support effective and equitable services across campuses.

  • Monitors the effectiveness of OT, PT, and Music Therapy services through analysis of caseload data, student progress, service delivery metrics, program outcomes, and compliance indicators.

  • Reviews service documentation, progress reports, evaluation reports, and IEP data to ensure timely, accurate, and high-quality implementation of related service requirements.

  • Conducts analysis of PEIMS compliance reports, State Performance Plan (SPP) indicators, and service delivery data to identify discrepancies, support corrective action, and ensure alignment with state reporting requirements.

  • Oversees review and documentation processes related to compliance monitoring activities and state reporting requirements to ensure accuracy, completeness, and timely submission.

  • Prepares reports and provides updates to leadership regarding program implementation, staffing trends, compliance status, service delivery outcomes, and operational needs.

  • Provides performance management oversight for Occupational Therapists, Physical Therapists, Music Therapists, and other assigned related service personnel.

  • Conducts service delivery observations and reviews professional practice to provide targeted feedback, coaching, and support for continuous improvement.

  • Monitors documentation quality, service delivery fidelity, caseload management, and adherence to IEP requirements to ensure effective and equitable services for students.

  • Collaborates with campus administrators and specialized services leadership to support staff effectiveness, address performance concerns, and contribute input on professional consultations, open office hours, virtual support platforms, and problem-solving around service delivery and documentation practices.

  • Collaborates with the district SHARS representative and related service staff to support Medicaid reimbursement processes, documentation compliance, physician prescription requirements, and allowable billing practices.

  • Coordinates and delivers professional learning, onboarding, mentoring, and capacity-building opportunities for OT, PT, and Music Therapy staff to promote consistency, compliance, and implementation of evidence-based practices.

  • Develops and maintains guidance documents, procedures, job aids, and resources to support effective implementation of related service programs and district expectations.

  • Attends ARD meetings, staffings, parent conferences, and due process-related meetings as needed to support student-centered planning and ensure appropriate related service recommendations.

  • Collaborates with families, campus teams, district departments, and community partners to resolve concerns, strengthen service delivery, and support positive outcomes for students with disabilities.

  • Demonstrates flexibility in scheduling and availability, including extended or adjusted work hours during peak reporting periods, audit cycles, and critical compliance timelines, to ensure timely and accurate execution of responsibilities.

Knowledge, Skills & Abilities

  • Knowledge of Occupational Therapy, Physical Therapy, and Music Therapy as educational related services, including evidence-based practices, service delivery models, documentation standards, and integration within the IEP process.

  • Knowledge of IDEA, Section 504, TEA requirements, and federal and state regulations governing the delivery, documentation, and reporting of related services in public schools.

  • Knowledge of assessment practices, eligibility procedures, ARD processes, and IEP development for students receiving related services.

  • Knowledge of SHARS/Medicaid reimbursement requirements, including documentation standards, physician prescription requirements, billing procedures, and compliance expectations.

  • Knowledge of special education management systems and documentation platforms used to support evaluation, IEP development, service delivery, and compliance monitoring.

  • Skill in supervising, coaching, and evaluating a diverse team of specialized service providers across multiple campuses and service delivery settings.

  • Skill in caseload monitoring, staffing analysis, program planning, and resource allocation to ensure equitable and effective service delivery.

  • Skill in providing technical assistance, problem-solving support, and systems troubleshooting related to service delivery, documentation, and compliance processes.

  • Skill in developing and delivering professional learning aligned to related service best practices, district priorities, and regulatory requirements.

  • Ability to manage multiple priorities, complex operational responsibilities, and time-sensitive compliance requirements with a high degree of accuracy and follow through.

Travel Requirements

  • Travels to school district buildings, community-based sites, and professional meetings as required.

Minimum Required Qualifications

Education:

o Bachelor's degree required.

o Master's degree in Occupational Therapy, Physical Therapy, Music Therapy, Special Education, Educational Leadership, or a related field preferred.

Certification/License:

o Valid Texas professional licensure as an Occupational Therapist or Physical Therapist preferred.

o Valid Texas teaching certification or Special Education certification preferred.

Experience:

o Minimum of 3 years of experience providing or supporting Occupational Therapy, Physical Therapy, Music Therapy, or related special education services required.

o Experience supervising, coaching, or leading specialized service providers preferred.

o Experience supporting compliance monitoring, documentation systems, and implementation of IDEA requirements preferred.

o Experience supporting SHARS/Medicaid reimbursement, processes and documentation compliance preferred.

o Experience analyzing service delivery, compliance, and student outcome data to support program improvement preferred.

o Experience working in a large, urban school district or with diverse student populations preferred.
