  • Oversee the implementation of all LPAC procedures across the district, ensuring strict adherence to federal, state, and local policies and laws pertaining to Emergent Bilingual (EB) students including providing direct support to campuses.
  • Lead the district LPAC team who support campus LPAC Chairs and LPAC Administrators (Principal/AP) ensuring the required, appropriate identification, placement, assessment, services, reclassification, and monitoring of all EB students districtwide; including ensuring campuses are providing and documenting services for EB students as established in the individual LPAC folder for each student as required by TAC Chapter 89.
  • Provide guidance to campuses including, administration, to monitor the academic progress of EB students, based on the student''s English language acquisition needs and make recommendations on what targeted instruction with language supports is required to support student success.
  • Conduct and oversee campus visits to ensure all necessary LPAC meetings are taking place, including initial identification meetings, annual meetings to review Designated Supports for all EB students, and annual meetings to review student progress and make recommendations for reclassification or program continuation for all EB students.
  • Provide guidance to campus LPAC members, including administration, to ensure the LPAC meets in conjunction with ARD committee members to review progress and provide recommendations regarding the educational needs of each EB student who also qualifies for special education services.
  • Develop, and coordinate mandatory districtwide professional development for all campus LPAC Chairs, LPAC Administrators, and Principals.
  • Ensure the accuracy and timely submission of all required EB student data to the state (PEIMS), coordinating with IT, testing, and enrollment departments.
  • Monitor, and conduct periodic internal audits of campus level EB data, records, and internal controls and make recommendations on preventive and corrective actions including but not limited to student supports and interventions and maintaining required documentation.

  • Bachelor's degree from an accredited university in the field of Education or a related field.

  • Valid Teaching Certificate in the state of Texas in Bilingual or ESL education preferred.

  • 3 years or more serving on the campus LPAC.

  • Oral and written proficiency in English.

  • Five years or more of related experience in working with EBs.

  • Ability to communicate and work effectively with a diverse audience.

  • Ability to develop, organize, and conduct effective professional development.

  • Knowledgeable of immigrant and refugee rights as related to education.

  • Knowledge of compliance regulations at the state and federal level regarding bilingual education, district policies, and current LPAC procedures.

  • Must provide own transportation.
