BEAUMONT INDEPENDENT SCHOOL DISTRICT Job Description JOB TITLE: Coordinator - Compliance and Outreach CLASSIFICATION: Exempt REPORTS TO: Senior Director of Special Education PAY GRADE: Leadership 1001 DAYS: 235 LOCATION: Administration DATE REVISED: September 9, 2026 PRIMARY PURPOSE: The Special Education Child Find & Compliance Specialist ensures the District's compliance with federal and state special education requirements related to Child Find, evaluation timelines, eligibility, IEP implementation, and the provision of special education and related services. Under the direction of the Senior Director of Special Education, this position coordinates and monitors Child Find activities, evaluation timelines, compliance documentation, and special education accountability requirements. The Specialist serves as a primary district resource for Child Find and compliance-related questions and supports campuses in maintaining legally compliant practices and documentation. The Specialist is also responsible for coordinating the District's response to TEA complaints, requests for resolution, mediation, and due process matters, including gathering documentation, conducting investigations as assigned, coordinating meetings, monitoring corrective actions, and working with District leadership and legal counsel as appropriate. This position requires extensive knowledge of federal and state special education requirements, strong organizational skills, sound judgment, and the ability to work collaboratively with administrators, staff, parents, and community partners. QUALIFICATIONS: Education/Certification Bachelor's degree from an accredited college or university in special education, education, educational administration, evaluation, or a related field Master's degree preferred Valid Texas educator certification in special education, educational diagnostician, or a related area preferred Experience with special education evaluation, compliance, Child Find, or special education administration preferred Special Knowledge/Skills

Supports the identification, location, referral, evaluation, and appropriate educational planning for children suspected of having a disability. Coordinates Child Find activities with campuses, families, early childhood programs, private schools, community agencies, and other appropriate partners. Facilitates parent meetings and provides information regarding the special education referral and evaluation process. Supports public awareness and outreach activities regarding special education services and Child Find responsibilities. Monitors Child Find referrals and related timelines to ensure timely and appropriate action. Maintains documentation necessary to demonstrate compliance with Child Find requirements. Supports the District's special education Child Count and related reporting responsibilities. Compliance Monitoring and Accountability Monitors evaluation timelines, IEP implementation, supplementary aids and services, related services, and other special education compliance requirements. Develops, implements, and monitors systems for auditing special education records and processes to identify areas of compliance and noncompliance. Reviews data and documentation to identify trends, potential compliance concerns, and areas requiring additional campus support. Monitors applicable federal and state special education indicators and assists with District improvement efforts. Compiles, maintains, and monitors required District, state, and federal special education records and reports. Communicates changes in special education laws, regulations, guidance, and procedures to District and campus staff. Provides technical assistance to campus administrators and staff regarding special education compliance requirements. Assists campuses in developing and implementing corrective action plans when compliance concerns are identified. Maintains documentation demonstrating the District's efforts to address identified compliance concerns. Complaints, Resolution, Mediation, and Due Process Coordinates the District's response to TEA complaints, requests for resolution, mediation, and due process matters as assigned. Investigates complaints and concerns involving special education compliance and services. Gathers, organizes, and reviews relevant records, documentation, and information necessary to respond to complaints and legal requests. Coordinates meetings and communication among parents, campus personnel, District leadership, and other involved parties. Works closely with the Senior Director of Special Education and District legal counsel regarding complaints, resolution, mediation, and due process matters. Assists with developing, implementing, and monitoring corrective actions resulting from complaints, resolutions, mediations, due process proceedings, or internal compliance reviews. Maintains appropriate documentation and timelines related to complaint and dispute- resolution activities. Training and Technical Assistance Develops and delivers training to administrators, teachers, evaluators, related service personnel, and other staff regarding special education compliance requirements. Provides campus-level technical assistance related to Child Find, evaluation timelines, IEP implementation, documentation, and procedural requirements. Serves as a resource to campus administrators in resolving compliance questions and concerns. Promotes consistent implementation of District special education procedures and expectations. Supports staff in understanding their responsibilities related to the implementation of students' IEPs. Communication and Collaboration Collaborates with Special Services leadership, campus administrators, evaluators, related service providers, and other District departments to address compliance and Child Find responsibilities. Communicates effectively with parents and families regarding special education processes and concerns. Collaborates with community agencies and early childhood providers as appropriate to support Child Find responsibilities. Escalates significant compliance concerns to the Senior Director of Special Education in a timely manner. Maintains professional and constructive relationships while addressing sensitive or potentially contentious issues. General Responsibilities Maintains strict confidentiality of student, parent, employee, and District information. Maintains accurate and organized records related to assigned responsibilities. Uses District technology and specialized systems required to monitor compliance, timelines, records, and reporting. Performs other duties as assigned by the Senior Director of Special Education/Special Services.
