Contracts Manager
SUMMARY: Small Business is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of War customers. The Contracts Manager will work under the direction of the Company's Operations Manager and is responsible for "pre-award to close-out” management and administration of contracts and subcontracts.
ESSENTIAL JOB FUNCTIONS: Responsibilities will include, but are not limited to:
Develop, update and negotiate purchase order, teaming, non-disclosure, consultant, temporary employment, and subcontract agreements
Serve as the point-of-contact during the negotiations of contracts and subcontracts by providing and/or obtaining additional information and clarification
Prepare subcontractor Request For Proposal (RFP) packages which includes: NDA/TA, RFP, certs and reps, cost proposal template, and draft consulting or subcontract agreement
Review subcontractor proposals and prepare cost or price analyses
Assist in preparation of WinTec proposals by: preparing Administrative Volumes and Cover Letters when required, reviewing cost proposals and cost narratives; preparing certification and representations, and ensuring the proposal Volumes are in compliance with solicitation instructions
Perform "pre-award to closeout” administration of contracts and related subcontracts, including compliance evaluation, modification processing, preparing funding requests/notices, routing of contractual documents, contract filing and maintenance of contract files, submitting deliverables
Review and submit monthly reports
Prepare and submit contract Requests to Purchase and Requests for Travel with Government Points of Contact
Prepare contract briefs and assist with audits as needed
Perform special projects of an urgent and sensitive nature
LOCATION: This is a full-time, on-site position located in Tampa, FL
QUALIFICATIONS:
B.A. / B.S. in business or related field
10 years' total experience in the administration of contracts
5 years' experience in the administration of Government contracts
Experience with a variety of contract types (FFP, CPFF, T&M, & IDIQ); and familiarity with the FAR/DFAR
Proficiency using various software, applications, and programs including Microsoft Office Suite
Deltek is required
PREFERRED SKILLS:
5 years' experience with the administration of Department of War contracts
Legal background highly preferred
Self-starter, with a positive attitude, attention to detail, time-management, and follow through on projects to completion
Exceptional verbal and written communication skills, customer service
Effectively understand and communicate orally, in writing, and interpersonally with various customers
Must be able to work both independently and in a team environment
SECURITY CLEARANCE:
Must be able to meet eligibility requirements for access to classified information; and to obtain and maintain a government security clearance at the SECRET level.
