    Job Description:

    POSITION SUMMARY

    The Contracts Manager, under broad supervision, works with the Procurement and Contracts Deputy Director to support the coordination of contract services.

    RESPONSIBILITIES AND DUTIES

    • Responsible for the development and coordination of the contracting process in compliance with State Code and DOAS regulations.

    • Provides guidance in the development, negotiation, and evaluation of contracts.

    • Review and approve routing of contracts, amendments, and renewals for Direct Services, MOUs, and MOAs.

    • Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.

    • Examines plans and verifies that project data complies with specifications and established procedures.

    • Responsible for periodic audits of contractual requirements and payments.

    • Ensures Contract Staff work in cooperation with the Program Staff to add funds in TeamWorks for the approval of Requisitions. and Purchase Orders

    • Responsible for setting the tone for providing excellent customer service to internal and external customers.

    MINIMUM QUALIFICATIONS

    • Bachelor's degree in accounting, business, or a related field from an accredited college or university and five (5) years of professional job experience in inventory, purchasing, or supply chain management, which includes two (2) years in a managerial or supervisory role.
    • Or two (2) years of experience at the lower-level Purchasing Agent Spv (FET043) or position equivalent.

    PREFERRED QUALIFICATIONS

    • 2+ years contracting experience in the public sector.

    • 2+ years public procurement and strategic sourcing

    • 2+ years Enterprise Resource Planning (ERP) software experience i.e Peoplesoft, Workday

    • Georgia Certified Purchasing Manager (GCPM)

    • Proficiency in Microsoft Office applications including Excel, Word, Outlook, PowerPoint, SharePoint
