Chenega Professional & Technical Services, LLC, a Chenega Professional Services' company, is looking for a Contract Specialist III to provide acquisition support services to the Office of Acquisition Management (OAM) and Management and Budget (MB) within the Department of Energy's (DOE) National Nuclear Security Administration (NNSA). The Contract Specialist III will assist NNSA in performing acquisition support functions to include pre-solicitation, solicitation, post-award, and administration (modification) functions.

Responsibilities

  • Perform acquisition, as well as perform technical writing, review, and editing of information for pre-award and post-award documents.
  • Organize and translate contract information into clear writing documents.
  • Assist PAS in creating, updating, and enhancing customer contract documents, and ensure contract documents are in accordance with Federal Law, department regulations, and procedures
  • Analysis of procurement policies and procedures, perform contract file reviews and Independent Project Reviews (IPRs). Assist with researching, analyzing and interpreting enacted or proposed Federal law regulations, changes and other acquisition policies.
  • Provide guidance and assistance to acquisition personnel for planning, executing, and administering contracts.
  • Serve as subject matter expert in both acquisition and automation to provide advice and guidance to acquisition personnel and management for systems.
  • Perform thorough market research to assist in acquisition planning.
  • Assist the Federal CO in drafting acquisition plans, source selection plans, justification and approvals, synopses, requests for proposals (RFP), and other award documents
  • Assist in preparing solicitation packages and all amendments, as well as drafting all documents required for contract award
  • Provide administrative and logistical support in the preparation for discussions/communications with potential Offerors.
  • Assist in performing cost/price analysis and in drafting pre-negotiation objectives and price negotiation memoranda.
  • Prepare presentation materials and participate in Government meetings
  • Track cost, schedule, and performance measures.
  • Respond to inquiries on contract performance and prepare and standardize contract reports.
  • Monitor compliance with contractual requirements, and for timely notifications of anticipated overrun or overrun.
  • Monitor Contractor compliance with small business requirements.
  • Assist the CO in the administration of Government Property

Qualifications

  • Bachelor's Degree
  • Minimum of 7 years of contracting experience specializing in general contract closeout procedures, cost-type contract closeout procedures, and performing all acquisition support functions (cradle to grave).
  • Experience in performing all acquisition support functions including, but not limited to, contract pre-award, solicitation, post-award, and administration.
