Job Description:- This position supports the US Army Noncommissioned Officer Academy (USANCOA) and Sergeants Major Course (SMC) by leading the contract team that operates the LLC Help Desk and Learning Management System (LMS) support function. The role ensures that 5,616 annual productive labor hours are effectively applied to sustain LMS administration, Tier I through Tier III LMS support, academic operations, courseware and content management, data and reporting, training and continuity, and surge and special event support in direct alignment with PWS 5.3 performance standards and Acceptable Quality Levels.
- The Contract Manager / LMS Administrator Lead serves as the primary point of contact with the Government, is responsible for daily contract performance, and functions as the senior LMS subject matter expert for configuration, troubleshooting, and complex academic workflow support.
- Provide contract leadership and advanced LMS administration expertise to ensure uninterrupted, high quality academic support for resident and distributed learning courses at USANCOA and SMC.
- Core Responsibilities (illustrative, not exhaustive):
- Serve as the primary on site Contract Manager and single point of contact to the Contracting Officer, COR, T2COM leadership, and USANCOA/SMC academic staff for all contract matters.
- Oversee day to day execution of all Performance Work Statement (PWS) tasks, including LMS administration, Tier I–III help desk operations, academic operations support, courseware/content support, technical configuration, data management, training, and surge support.
- Lead the planning and management of the 5,616 annual labor hour level of effort, including staff scheduling, cross training, and coverage planning to ensure continuous support during 0800–1700 MST core hours.
- Provide senior level LMS administration and Tier II/III support for complex issues such as course shell configuration, permissions, advanced assessment behavior, and integration or compatibility problems.
- Coordinate closely with USANCOA and SMC academic leadership to align LMS and help desk activities with class schedules, exam windows, graduation timelines, and accreditation events.
- Review and approve team deliverables, including reports, data extracts, metrics, and quality control documentation in accordance with the Government’s QASP and contract requirements.
- Manage and monitor LMS performance metrics and help desk ticket trends; identify recurring issues and lead corrective actions that improve processes, training, or configuration.
- Lead or support LMS transition and migration efforts (for example, legacy LMS to ATIS Educate), including inventory, mapping, testing, pilot courses, and controlled cutover activities.
- Ensure all contractor personnel complete and maintain required training (Cyber Awareness, OPSEC, TARP, iWATCH, ATCTS registration, etc.) and comply with CUI, DFARS 252.204 7012, and NIST SP 800 171 requirements.
- Prepare and conduct regular status reviews, risk discussions, and after action reviews with Government stakeholders; document decisions, risks, and mitigation activities.
- Develop, maintain, and enforce Standard Operating Procedures (SOPs), knowledge base articles, continuity binders, and job aids that govern daily LMS and help desk operations.
- Support surge and special event operations by adjusting staffing and priorities in response to major academic events, outages, upgrades, or inspection activities within required timelines
Requirements:- Minimum of three (3) years of experience managing service contracts of similar size and scope, with responsibility for performance, staffing, and deliverables.
- Demonstrated experience supervising teams performing academic, LMS, or IT support functions in a high availability environment.
- At least three (3) years of hands on experience administering a Learning Management System (e.g., Blackboard, Moodle, Canvas, ATIS Educate, or equivalent), including user and course shell administration, permissions management, and troubleshooting.

Education and Credentials- Education: Bachelor’s degree in Information Systems, Education Technology, Computer Science, Instructional Technology, or a closely related field. Equivalent combination of education and relevant experience may be considered.
- Certifications: ITIL Foundation or equivalent service management training (preferred but not strictly required if equivalent experience is demonstrated).
Years of Experience:
- Minimum 3 years as a Contract Manager, Project Manager, or equivalent leadership role on a service contract of comparable size and complexity.
- Minimum 3 years directly administering an enterprise LMS environment.
