Minimum Work Days: 230 Type of Assignment: Full-Time; Exempt Contract Type: Non-Chapter 21 Funding Source: This position is locally funded. Job Scope Use significant independent judgment and familiarity with the field to perform work. May be responsible for administration of various moderate and high complexity departmental programs and may lead a group of employees. May develop policies and procedures and oversee the implementation and execution of them. This administrator will monitor and measure performance for the purchase of goods and services, including construction, to ensure contractual compliance with the State of Texas and District procurement requirements. Essential Functions / Key Responsibilities

    1. Prepare formal contracts valued up to $50,000 or above $50,000 per Director's discretion; uses latitude for independent judgement to establish/interpret contract provisions, and monitor/enforce compliance with contractor performance standards.
    2. Respond to routine customer service inquiries, provides technical support, and resolves moderately complex problems related to material management functions. Escalates complex problems to senior level or above for resolution.
    3.     4. Ensure compliance with Local, State and Federal procurement guidelines i.e., insurance, bonding, public openings, open records, criminal background, advertisement, conflict of interest, suspension, debarment, and other mandatory statutes. Job Description Revised: 9/2/2026
    5. Identify, negotiate, document cost savings/containment opportunities, i.e., contract renewals, BAFOs, best value incentives, face-to-face negotiations, etc., for monthly reporting.
    6. Develop, maintain, and adhere to a file retention plan for active/inactive contract documents.
    7. Develop and oversee performance standards, quality indicators, internal/external customer surveys, risk assessments, and other monitoring methods.
    8. Measure vendor performance quality control program and report adverse trends to the Texas Procurement and Support Services (TPASS) Division and other compliance monitoring agencies.
    9. Perform other related duties as assigned within the appropriate skill and experience capabilities expected for this position. Minimum Requirements Bachelor's degree from an accredited college or university or 4 years equivalent experience. 3+ years of progressive experience in contract administration. Knowledge, Skills & Abilities Effective communication skills, both oral and written, with diverse groups of individuals utilizing tact and diplomacy. Knowledge of public contract administration procedures, contract negotiation, and legal terminology. Knowledge of specification/Statement of Work (SOW) development. Ability to define problems, draw conclusions, and solve problems. Effective leadership and organizational skills. Working Conditions Work Environment: Computer, computer software programs and peripherals, teacher resource materials and equipment, copier, fax, and other equipment applicable to the position.
