Job Summary
This position is located in the Department of Housing and Community Development (DHCD), Rental Accommodations Division (RAD) and the DHCD Housing Resource Center. The mission of DHCD is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia.
Incumbent is responsible for identifying, analyzing, and resolving customer needs, administering the rental housing regulation program, evaluating procedures, researching questions, issues, concerns, and complaints, collecting data, and recommending administrative strategies or changes.
Duties and Responsibilities
Assist in the administration and compliance of the Rental Housing Act of 1985 and related regulations, ensuring and maintaining comprehensive compliance with statutory and regulatory requirements. Support other program monitoring duties as needed. Provide guidance and respond to inquiries from a diverse range of stakeholders, including residents, government staff and representatives, housing providers, housing professionals, tenants, and others. Act as a key informational resource, ensuring stakeholders understand and comply with District housing policies and programs. Coordinate with external agencies or organizations to obtain necessary information and expedite actions related to housing cases. Direct individuals to alternative assistance sources when issues fall outside the scope of the Division or Housing Resource Center (HRC).
Assists clients in navigating the compliance process by reviewing documentation for conformity with the Rental Housing Act. Apply relevant policies, procedures, and timeframes, ensuring that clients adhere to all regulatory requirements. Review regulatory filings and documents, including Rent Control Clearinghouse Database submissions, ensuring compliance with applicable regulations. Evaluate the technical sufficiency of these filings and provide guidance on procedural requirements to ensure timely and accurate submissions. Prepare and process official forms, notices, and written communications in a timely manner, ensuring proper distribution via the Department's mail system.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is part of Collective Bargaining Agreement AFGE 2725 and may be subject to dues through payroll deduction.
Position Designation: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks reasonable suspicion drug and alcohol testing, and post-accident or incident drug and alcohol testing for the duration of their tenure.
Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
