Construction Safety Project Manager (Fulfillment Center Commissioning)

Position Summary
The Construction Safety Project Manager is responsible for establishing and overseeing site-level safety programs for material handling equipment installation, integration and commissioning. This includes mechanical and electrical installations of conveyors, sorters, lifts, and automated systems. This position provides technical safety leadership, ensures regulatory and client compliance, manages project risk, and promotes a proactive safety culture through collaboration with project leadership, contractors, subcontractors, and client representatives.
Essential Responsibilities
- Implement and maintain the client s safety programs at the site including their general EHS program, construction-specific provisions, contractor management, SIF Prevention Plan, activity specific safety procedures (confined space, fall protection, LOTO, electrical, rigging, excavation), construction operations standard of conduct, etc.
- Develop and maintain the site-specific safety plan according to outlined requirements.
- Lead the implementation and execution of EHS and operational initiatives across assigned projects.
- Develop, implement, and enforce project-specific safety programs in compliance with OSHA, NFPA 70E, ANSI standards, client requirements, and site-specific procedures.
- Partner with project management, owners, contractors, subcontractors, and joint venture teams to integrate safety throughout project planning and execution.
- Conduct daily site safety inspections and planned audits, evaluate site hazard assessments, and conduct field observations to identify risks and ensure compliance.
- Facilitate, review, document and oversee Job Hazard Analyses (JHAs), Pre-Task Plans (PTPs), Methods of Procedure (MOPs), and other high-risk work planning activities.
- Manage subcontractor safety performance through preconstruction meetings, orientations, toolbox talks, safety stand-downs, and ongoing field oversight.
- Lead safety pre-qualification for mechanical and electrical installation labor providers per client requirements.
- Verify contractor compliance with client requirements.
- Lead safety protocols for commissioning: motor rotation checks, belt tracking, photoeye validation and integrated system testing.
- Develop LOTO procedures specific to the material handling equipment commissioning phases with multi-vendor engagement.
- Ensure compliance with NFPA 70E arc flash requirements for energized electrical work and oversee safety during electrical installations: conduit runs, panel installations, motor hookups, and power distribution.
- Deliver site-specific safety orientation for all personnel.
- Conduct plan of the day meetings
- Develop and deliver material handling equipment specific safety training covering: pinch points, rotating equipment, energized systems and caught-between hazards.
- Lead incident reporting, investigations, root cause analyses, corrective actions, and emergency response planning. This includes all incidents, near-misses and first aid cases.
- Analyze and monitor safety performance metrics, OSHA reporting, incident trends, and leading indicators to support continuous improvement and project objectives.
- Enforce stop work authority as appropriate.
- Maintain safety documentation, compliance records, inspections, permits, training records, and audit findings.
- Provide technical leadership and mentorship to site safety personnel while fostering a culture of accountability, collaboration, and operational excellence.
Qualifications
- Must have a board-certified safety credential from a nationally recognized organization (e.g. CSP, CIH, ASP, or CHST) plus a minimum of five (5) years of full-time construction safety management experience that includes time spent working on large-scale, multi-employer complex construction projects (e.g. critical infrastructure, distribution facilities).
- Alternatively: Bachelors degree in Environmental, Health & Safety or Occupational Health & Safety and a minimum of three (3) years of full-time construction safety management experience that includes time spent working on large-scale, multi-employer complex construction projects.
- Alternatively: Current OSHA 500 certification with a minimum of six (6) years of full-time construction safety management experience that includes time spent working on large-scale, multi-employer complex construction projects.
- OSHA 30-Hour Construction Safety certification.
- Current First Aid/CPR/AED certification
- Demonstrated experience with LOTO programs, fall protection, rigging safety, and confined space entry.
- Experience managing third-party subcontractor safety programs.
- Strong knowledge of OSHA Construction Standards, ANSI standards, NFPA 70E, arc flash, energized work permits.
- Experience conducting incident investigations, hazard assessments, compliance audits, and safety training.
- Proficient in safety management systems, performance metrics, and risk management software.
- Excellent leadership, communication, analytical, and interpersonal skills.
Preferred Qualifications
- Experience with material handling equipment, conveyor systems, or sorting equipment installations.
- Proficiency with digital safety audit platforms and incident tracking systems.
- Background in warehouse/fulfillment center construction environments.
