Description

We are seeking an experienced Construction Project Manager to lead the planning execution and delivery of coal ash pond closure and environmental remediation projects. The Construction Project Manager is responsible for overall project performance including safety schedule cost quality and regulatory compliance. This role has direct accountability for managing self-performed heavy equipment operations including production planning equipment utilization and field execution while coordinating subcontracted work in a highly regulated environmental setting.

Key Responsibilities

Project Planning & Execution

Lead project planning mobilization and execution for coal ash pond closure and environmental remediation projects.

Develop and manage project schedules work plans and sequencing strategies in coordination with the Site Superintendent and field leadership.

Plan manage and oversee self-performed heavy equipment operations including excavation grading material handling hauling and dewatering support.

Establish production targets monitor daily output and adjust staffing equipment and sequencing to meet schedule and cost objectives.

Establish project controls for cost schedule and productivity monitor performance and implement corrective actions as needed.

Manage change events including scope changes differing site conditions production impacts and regulatory-driven changes.

Financial & Contract Management

Manage project budgets cost forecasts and cash flow with specific focus on self-perform labor and equipment cost control.

Track equipment utilization standby time fuel usage and maintenance impacts on project cost and productivity.

Review and approve subcontractor and vendor agreements pay applications and change orders.

Track quantities production rates and cost performance to ensure alignment with project estimates and financial goals.

Support project closeout activities including final billing documentation and lessons learned.

Safety Quality & Environmental Compliance

Provide visible leadership and accountability for project safety performance across self-perform crews and subcontractors in coordination with the Health & Safety Officer.

Ensure compliance with OSHA regulations project Health & Safety Plans HASP environmental permits and CCR Rule requirements.

Ensure self-performed work meets project quality standards grading tolerances and environmental compliance requirements.

Lead risk management efforts related to equipment operations environmental compliance constructability and execution challenges.

Team Leadership & Coordination

Lead and coordinate project staff including Superintendents Safety Officers Field Engineers equipment operators and craft labor.

Work closely with the Site Superintendent to manage daily field execution equipment deployment and labor resources.

Foster collaboration between construction engineering environmental and quality teams.

Serve as the primary point of contact with the client owner representatives and key stakeholders.

Facilitate project meetings including internal coordination meetings client progress meetings and regulatory inspections.

Procurement & Resource Management

Oversee procurement and allocation of heavy equipment specialty equipment including long reach excavators materials and support services.

Coordinate maintenance planning and equipment support to minimize downtime and production impacts.

Support logistics planning including hauling routes material staging site access constraints and work area sequencing.

Reporting & Communication

Prepare and present project status reports including schedule cost safety production and risk updates.

Communicate project challenges risks and opportunities to senior leadership in a timely manner.

Maintain accurate project documentation and records in accordance with company and client requirements.

Preferred Qualifications

Minimum 10-15 years of construction project management and operations experience on heavy civil environmental remediation or industrial projects.

Demonstrated experience managing self-performed heavy equipment operations on large-scale earthwork or environmental remediation projects.

Proven experience managing excavation grading hauling and dewatering activities using company-owned or dedicated equipment fleets.

Strong understanding of production planning equipment utilization and cost control for self-perform work.

Working knowledge of environmental regulations permitting requirements and CCR Rule compliance.

Strong written and verbal communication skills and ability to interface effectively with clients regulators and field leadership.

Qualifications

Bachelors degree in Construction Management Engineering Environmental Science or a related field and 7 years of experience.

Experience working in design-build or EPC delivery environments.

Experience with large industrial facility decommissioning and demolition projects

Familiarity with project controls systems scheduling software and equipment productivity tracking tools.

Professional certifications such as PMP PE or CM.

Experience working directly with utility owners or regulated entities.

Physical & Work Environment Requirements

Ability to work in both office and active construction site environments.

Ability to travel to and send extended time on project sites as required.

Willingness to work extended hours and weekends during critical project phases.

The Construction Project Manager is accountable for overall project success and is expected to demonstrate strong leadership in safety environmental stewardship quality and financial performance while maintaining positive client relationships.
