    Construction Project Manager

    Location: Dulles, VA

    Position Overview

    We are seeking an experienced Construction Project Manager for a long-term contract opportunity supporting a major airport terminal expansion program in Dulles, VA. This position will work on-site as part of an owner-focused program management team and will oversee the execution of projects performed by third-party contractors.

    The Construction Project Manager will represent the owner's interests throughout the project lifecycle, from pre-construction through completion, turnover, and warranty. The ideal candidate will have extensive experience managing large-scale construction projects, strong owner/client engagement skills, and excellent communication abilities. Direct airport or aviation construction experience is highly desirable. Candidates with backgrounds in vertical construction, large building projects, mission-critical facilities, commercial construction, or other complex infrastructure programs may also be considered.

    Key Responsibilities

    • Represent the owner as part of a program management team overseeing third-party contractor execution of airport terminal expansion projects.
    • Support the EPC Project Manager or Program Manager in the day-to-day management of construction activities from pre-construction through project completion and warranty periods.
    • Oversee contractor scope, schedule, budget, cost control, quality, safety, contracts, subcontractors, suppliers, claims, RFIs, submittals, change management, issue tracking, and project turnover.
    • Maintain extensive engagement with the owner, project stakeholders, contractors, consultants, and other project participants.
    • Provide oversight of day-to-day construction activities and the successful execution of one or multiple projects simultaneously.
    • Participate in project planning, scheduling, estimating, cost development, risk reviews, and establishment of critical project objectives.
    • Support development and implementation of project execution plans, including construction execution, quality assurance, safety and health, subcontracting, staffing, organization, and procurement plans.
    • Oversee contractor staffing, site mobilization, demobilization, site logistics, and construction execution planning.
    • Verify that all applicable project permits and regulatory requirements are secured.
    • Oversee RFP and bid processes, including development of scopes of work, bidder prequalification, evaluation, award recommendations, and contractor selection.
    • Review and communicate project budgets, cash flow forecasts, cost reports, schedules, and project status reports.
    • Track project progress, issues, risks, changes, RFIs, claims, and other matters requiring resolution.
    • Collaborate with engineering and design teams to ensure the timely development and distribution of project deliverables.
    • Manage contract administration processes, including RFIs, submittals, change orders, claims mitigation, documentation, and closeout.
    • Review and oversee contractor and subcontractor invoicing processes.
    • Conduct and participate in project safety, quality, schedule, progress, cost, and financial audits and assessments.
    • Review construction field reports and verify contractor compliance with contract documents, safety requirements, quality standards, and project schedules.
    • Oversee project documentation, records, turnover packages, warranty administration, closeout, and record retention.
    • Coordinate commissioning and startup activities with project stakeholders, contractors, suppliers, and commissioning teams as required.
    • Support communication with governmental, industry, and public entities regarding project-related matters.
    • Facilitate project cost reporting, schedule management, work breakdown structure development, project setup and closeout, and field progress tracking.
    • Oversee materials receiving, inventory control, storage, transportation, and related logistics as required.
    • Monitor contractor performance and ensure compliance with contractual requirements.
    • Support contract negotiations, change order evaluations, claims review, and risk mitigation activities.
    • Maintain strong relationships with clients, contractors, consultants, suppliers, community stakeholders, and building trades.
    • Provide mentorship and guidance to construction coordinators, assistant construction project managers, field staff, and other project team members.
    • Participate in staffing, onboarding, training, and performance feedback activities as required.
    • Manage construction labor, equipment, staffing, and productivity requirements as applicable to project execution.
    • Monitor earned value, schedule performance, change management, cost metrics, forecasts, and other project controls.
    • Ensure adequate construction equipment and resources are available to support project execution.
    • Promote a strong safety culture and ensure compliance with project safety programs, policies, and requirements.
    • Perform other duties as assigned.

    Required Qualifications

    • Bachelor's degree in Construction, Construction Management, Engineering, or a related field, plus at least 7 years of relevant construction project management experience; applicable experience may be considered in lieu of a degree.
    • Extensive experience managing large-scale construction projects, preferably as an owner's representative, program manager, construction manager, or project manager.
    • Direct experience with airport or aviation construction projects is highly desirable.
    • Experience with large vertical construction, commercial facilities, mission-critical facilities, transportation, energy, manufacturing, government, or other complex construction environments will also be considered.
    • Strong experience managing contractor scope, schedule, budget, cost control, RFIs, submittals, change orders, claims, issues, and project closeout.
    • Excellent written and verbal communication skills with the ability to effectively communicate with owners, contractors, consultants, executives, and other stakeholders.
    • Excellent computer skills and proficiency with Microsoft Office, including Word, Excel, Outlook, PowerPoint, and Access.
    • Experience with document control, scheduling, cost control, and project management software is preferred.
    • Strong analytical, problem-solving, organizational, and decision-making skills.
    • Ability to manage large volumes of work, prioritize competing demands, and multitask in a fast-paced project environment.
    • Basic understanding of Generally Accepted Accounting Principles (GAAP).
    • Must be able to meet applicable driving requirements.

    Preferred Qualifications

    • Experience working in an airport, aviation, or major transportation environment.
    • Experience managing complex terminal, facility, infrastructure, or large building construction projects.
    • Experience working in an owner-representative or program management capacity.
    • Experience with contractor claims, change management, contract administration, and dispute mitigation.
    • Experience with commissioning, startup, turnover, warranty administration, and project closeout.
    • Experience managing complex stakeholder environments with significant owner and public agency engagement.
