Job Summary

We are seeking a skilled professional to serve as a Project Engineer on assigned contracts administered by the Resident Office. The role involves independently performing routine project tasks and elevating complex issues to a supervisor. The position requires participation in all phases of the contract modification process.

Responsibilities

• Consult with customer representatives, cost-sharing partners, and project managers to keep them informed of progress and resolve any outstanding problems or potential delays.
• Arrange and conduct pre-work meetings, and attend coordination, preparatory phase, and safety meetings.
• Study plans and specifications thoroughly to understand construction requirements and design criteria.
• Recommend changes to plans or specifications due to deficiencies, differing site conditions, or user requests, and provide “lessons learned” feedback to designers.
• Participate in the contract modification process, prepare scopes of work for RFPs, assist in preparing government estimates, and review contractor proposals.
• Develop and ensure the implementation of Quality Assurance Plans in accordance with regulations.
• Support onsite Quality Assurance Representatives with all construction activities, focusing on quality, safety, and coordination.
• Conduct periodic checks of contractors' work for compliance with plans, specifications, and contract requirements.
• Monitor and update the scheduled progress of all construction activities and phases, advising the Resident Engineer of potential delays.
• Review contractor plans and technical submittals, including progress schedules, environmental, safety, and quality control programs.
• Prepare correspondence regarding contractor performance, RFIs, and other technical issues.
• Assist in reviewing contractors’ requests arising from disputes and claims, making recommendations for resolution.
• Prepare both partial and final payment estimates, including measurement and computation of pay item quantities and verification of materials on hand.

Qualifications

• Engineering Degree in any discipline.
• Five years of experience in construction engineering.

Work Location

Ellsworth Air Force Base, South Dakota. No remote work is available per the client contract.
