Position Overview

We are seeking an experienced Construction Project Engineer for a contract-to-hire opportunity supporting construction projects at Ellsworth Air Force Base in South Dakota. The Project Engineer will serve as a key member of the Resident Office, providing engineering, construction administration, quality assurance, project coordination, and contract support throughout all phases of assigned projects.

The ideal candidate will have a strong construction engineering background, excellent knowledge of plans and specifications, and the ability to coordinate effectively with government representatives, contractors, project managers, and other stakeholders.

Key Responsibilities

• Serve as Project Engineer on assigned contracts administered by the Resident Office and independently perform routine project engineering and construction administration tasks.
• Participate in all phases of the contract modification process, including developing scopes of work for Requests for Proposals (RFPs), assisting with government estimates, and reviewing contractor proposals.
• Consult with customer representatives, cost-sharing partners, and project managers to provide updates on project progress, outstanding issues, and potential delays.
• Arrange and conduct pre-work meetings and participate in coordination meetings, preparatory phase meetings, and safety meetings.
• Thoroughly review plans and specifications to understand construction requirements, design criteria, and project requirements.
• Identify deficiencies, differing site conditions, user-requested changes, and other issues requiring modifications to plans or specifications.
• Recommend appropriate changes and provide lessons-learned feedback to design teams.
• Develop Quality Assurance Plans and ensure implementation in accordance with applicable regulations and project requirements.
• Support onsite Quality Assurance Representatives (QARs) with construction activities involving quality, safety, coordination, and contract compliance.
• Conduct periodic inspections and checks of contractor work to verify overall compliance with plans, specifications, contract requirements, and applicable construction standards.
• Monitor the scheduled progress of construction activities and phases and advise the Resident Engineer of potential schedule slippage or delays.
• Maintain and update project status in RMS, including potential problems, milestone events, and other significant project information.
• Review contractor plans and technical submittals, including progress schedules, environmental programs, safety programs, quality control programs, certifications, shop drawings, and related documentation.
• Prepare correspondence regarding contractor performance, Requests for Information (RFIs), technical issues, and other project matters.
• Assist with the review of contractor requests related to disputes and claims and provide recommendations for resolution.
• Prepare partial and final payment estimates, including measurement and computation of pay item quantities, verification of materials on hand, and determination of percentage completion for lump-sum items.
• Monitor construction progress and provide timely updates regarding project performance, potential delays, and other issues affecting successful project completion.
• Perform other project engineering and construction administration duties as assigned.

Qualifications

• Bachelor's degree in Engineering required; any engineering discipline will be considered.
• Minimum of 5 years of construction engineering experience.
• Experience supporting construction projects, preferably in a government, military, federal, or similar regulated environment.
• Strong ability to interpret construction plans, specifications, drawings, and technical documentation.
• Experience with construction quality assurance, contractor oversight, and project coordination.
• Strong written and verbal communication skills.
• Ability to identify construction issues and develop practical recommendations for resolution.
• Ability to work independently while effectively coordinating with project managers, government representatives, contractors, and other stakeholders.
• Strong organizational skills with the ability to manage multiple project responsibilities and deadlines.

Preferred Qualifications

• Experience with U.S. Air Force, U.S. Army Corps of Engineers, NAVFAC, or other federal construction projects.
• Experience with RMS or similar construction management/project documentation systems.
• Experience with contract modifications, RFPs, government estimates, contractor proposals, RFIs, submittals, payment estimates, disputes, and claims.
• Knowledge of federal construction contracting requirements and quality assurance procedures.
