Job Title: Construction Manager – Municipal & Water Resources


Location: Montgomery County and Prince George’s County, MD


Position Type: Full-Time

Position Summary:


We are seeking a seasoned Construction Manager to oversee the planning, execution, and delivery of municipal building, site, and water resources projects throughout Montgomery County and Prince George’s County.

This role plays a vital part in delivering high-quality public facilities—such as community centers, fire stations, and administrative offices—as well as critical water infrastructure that serves residents safely, efficiently, and responsibly.

The Construction Manager will act as the primary liaison between local government agencies, design professionals, contractors, and community stakeholders, ensuring projects are completed on time, within budget, and in full compliance with public-sector standards. 

Key Responsibilities:

  • Manage the full lifecycle of municipal building, site, and water resource projects from pre-construction through final close-out.
  • Oversee the construction and rehabilitation of water resources infrastructure, including dams, stream restoration, inlets, and culverts.
  • Ensure strict compliance with building codes, ADA requirements, and Maryland environmental regulations.
  • Monitor project budgets, approve change orders, and ensure adherence to public procurement and Buy Local policies.
  • Conduct regular site inspections to verify quality, safety, and progress across civil and structural designs.
  • Present project updates to councils, department heads, and community boards.
  • Manage contracts with architects, engineers, and general contractors. 

Required Qualifications:

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
  • 5–7 years of construction management experience, with a strong emphasis on municipal public-sector work and water resources infrastructure.
  • Demonstrated project experience specifically managing dams, stream restorations, stormwater inlets, or culverts.
  • Deep familiarity with Prince George's County DPIE permitting and Maryland Department of the Environment (MDE) regulations.
  • CCM or PMP certification preferred.
  • Proficiency with Procore, AutoCAD, or similar industry software.

  • Effective problem-solving and decision-making abilities in high-pressure public environments.
  • High ethical standards in managing public funds and government contracts

This position offers hybrid work from home 2 days a week.
