Construction Manager

JOB DESCRIPTION

The Construction Manager will provide owner-side construction management and field oversight in support of turbine, generator, and associated infrastructure work at the Cabin Creek Hydroelectric Generating Station.

This position will serve as the owner's primary construction representative in the field and will be responsible for monitoring contractor execution, coordinating with project management, engineering, operations, safety, quality, and other stakeholders, and ensuring construction activities are progressing in accordance with project requirements.

Previous hydroelectric power-generation experience is required. Candidates must have demonstrated knowledge and practical experience with hydroelectric generating facilities, including turbines, generators, and associated mechanical and electrical systems.

The successful candidate must have strong construction fundamentals, hydroelectric field experience, sound judgment, leadership ability, and experience managing contractor interfaces on complex power-generation projects.

Key Responsibilities

• Represent the owner's construction interests during project execution.
• Provide day-to-day field construction management and oversight of EPC contractors, specialty contractors, and subcontractors.
• Provide knowledgeable oversight of hydro turbine and generator work, including removal, disassembly, inspection, refurbishment, repair, installation, alignment, reassembly, and associated testing activities.
• Monitor construction activities for compliance with drawings, specifications, contractual requirements, approved work plans, safety requirements, and quality expectations.
• Provide oversight of turbine- and generator-related work, major equipment removal and installation, mechanical systems, structural work, concrete, rigging, lifting activities, demolition, temporary works, and supporting electrical scopes.
• Understand the interfaces between hydro turbines, generators, shafts, bearings, governors, cooling systems, lubrication systems, balance-of-plant equipment, and associated electrical and mechanical systems.
• Participate in daily construction coordination meetings, pre-job planning meetings, schedule discussions, safety meetings, and project reviews.
• Coordinate construction interfaces between the contractor, project management, engineering, operations, safety, quality, commissioning, and other stakeholders.
• Review upcoming work for constructability, sequencing, access, lifting, logistics, safety, quality, operational impacts, and outage constraints.
• Identify emerging field issues and communicate potential impacts to safety, quality, cost, schedule, equipment integrity, and project execution.
• Track construction deficiencies, open items, RFIs, field changes, inspection requirements, and other construction-related issues through resolution.
• Participate in inspections, testing activities, hold points, equipment installation verification, alignment verification, and turnover activities.
• Monitor contractor staffing, productivity, sequencing, and progress against the approved project schedule.
• Maintain accurate construction documentation, including daily reports, photographs, progress information, field observations, and issue tracking.
• Support outage, shutdown, and other time-sensitive construction activities requiring close coordination with hydro plant operations.
• Provide input to project leadership regarding contractor performance, construction risk, schedule concerns, technical concerns, and recommended corrective actions.
• Support safe execution of critical and high-risk activities, including heavy lifts, turbine and generator component handling, rigging, confined-space work, demolition, heavy equipment movement, and other complex construction operations.
• Promote effective communication and a collaborative working relationship between the owner and contractors.

Owner / Contractor Relationship

The Construction Manager represents the owner and provides construction oversight, assurance, coordination, and escalation.

The Construction Manager will not directly supervise contractor craft personnel or assume responsibility for the contractor's means and methods. Contractor direction should be communicated through the appropriate contractor management structure and established contractual channels.

The Construction Manager is nevertheless expected to remain highly engaged in field activities, recognize concerns, ask technically informed questions, challenge unacceptable conditions, document deficiencies, and elevate issues when necessary to protect the owner's interests.

The individual must possess sufficient hydroelectric and turbine/generator knowledge to recognize when work, conditions, sequencing, or contractor recommendations require additional technical review or escalation.

Required Qualifications

• Demonstrated hydroelectric power-generation construction, maintenance, overhaul, or major-project experience.
• Working knowledge and practical field experience with hydroelectric turbines and generators.
• Experience with turbine and/or generator disassembly, overhaul, repair, refurbishment, installation, reassembly, or major maintenance activities.
• Understanding of major hydro generating-unit components and their interfaces, including turbines, generators, shafts, bearings, governors, lubrication systems, cooling systems, and associated balance-of-plant equipment.
• Significant construction management, superintendent, construction supervision, or senior field leadership experience.
• Demonstrated experience managing or overseeing complex power-generation or heavy industrial construction.
• Experience working within operating generating facilities and coordinating construction activities with plant operations.
• Strong understanding of construction safety, quality, scheduling, sequencing, and field execution.
• Ability to read and interpret drawings, specifications, construction documents, work plans, equipment documentation, and technical information.
• Experience coordinating contractors and multiple technical disciplines.
• Strong written and verbal communication skills.
• Ability to identify construction and technical risks and escalate issues appropriately.
• Ability to work independently and exercise sound judgment in a field environment.
• Strong documentation and reporting capabilities.
• Ability to work effectively with project management, engineering, operations, safety, quality, contractors, OEM representatives, and leadership.

Preferred Qualifications

• Significant experience with major hydro turbine and generator rehabilitation or overhaul projects.
• Experience working with turbine and generator OEMs and specialty hydro contractors.
• Experience with large rotating-equipment alignment, tolerances, installation, and commissioning.
• Heavy rigging and critical-lift experience involving major turbine or generator components.
• Experience with large structural concrete, dams, tunnels, underground structures, or water-control infrastructure.
• Outage and shutdown construction experience.
• Previous experience serving as an owner's representative on hydroelectric projects.
• Experience with commissioning, startup, testing, and turnover of hydroelectric generating units.
