Job Overview:
The Construction Manager will lead the field execution of OSP/ISP network build projects, including fiber, conduit, and supporting infrastructure. This role is responsible for managing scope, schedule, budget, safety, and quality from construction readiness through project closeout. The ideal candidate will be skilled in field inspections of cable/fiber placement, splicing, and construction work, including in-home fiber broadband installations, buried service wire, and distribution repairs, while documenting field results for reporting and turnover.
Responsibilities:
- Lead end-to-end construction delivery for assigned OSP/ISP programs, including scope, schedule, cost, quality, and risk management.
- Plan and manage production, including sequencing, look-ahead schedules, resource loading, and daily/weekly targets.
- Coordinate with engineering, permitting/ROW, design, materials, QA/QC, and operations to maintain construction readiness and remove blockers.
- Manage contractors and subcontractors, ensuring work order compliance, performance, and issue resolution.
- Drive safety compliance, including site audits, tailgates, corrective actions, and damage prevention/utility coordination.
- Ensure build quality and acceptance, including placement, splicing, testing, as-builts, and restoration, while reducing rework.
- Oversee permits and traffic control adherence, and coordinate with municipalities and customers as needed.
- Track and approve quantities, change orders, invoices, and progress payments, reconciling to budget and forecasting completion.
- Maintain complete documentation, including daily reports, photos, redlines, and test results, and lead punch-walk/closeout and turnover to operations.
Qualifications:- High school diploma or equivalent required; degree preferred.
- 5+ years of telecom/utility construction experience (fiber/coax/conduit), with 2+ years leading crews or contractors.
- Qualified to inspect cable/fiber placement, splicing, and construction work, including in-home fiber broadband installations.
- Knowledge of OSP/ISP methods, restoration, and acceptance testing.
- Ability to interpret engineering work prints, splice diagrams, permits, and ROW documents.
- Working knowledge of OSP safety and quality procedures (e.g., GO95/GO128 as applicable).
- Experience in contractor oversight, production tracking, and cost controls (unit-based and/or T&M).
- Strong safety leadership and jobsite hazard mitigation skills, with comfort performing field audits and inspections.
- Proficient in documentation and reporting, including updating databases and preparing closeout packages.
- Computer skills, including email, Microsoft Word, and Excel, with familiarity in scheduling/project tools and mobile field reporting.
- Valid driver’s license and ability to travel to job sites.
- Preferred: Experience with large-scale fiber deployments (FTTH/FTTx, metro/long-haul, data center interconnect).
- Preferred: Expertise in splicing/testing (OTDR, power meter/light source), FTTP standards, and GPON & XGS testing/turn-up.
- Preferred: Certifications such as OSHA 10/30, PMP/CAPM, FOA CFOT/CFOS, or equivalent.

Pay Range: $45hr - $50hr on w2
The specific compensation for this position will be determined by several factors, including the scope, complexity, and location of the role, as well as the cost of labor in the market; the skills, education, training, credentials, and experience of the candidate; and other conditions of employment.
