COMSEC Security Specialist
TS/SCI required
Sec+ required or other cert.
5 yrs min. experience supporting COMSEC, communications security, information security, cryptographic accountability, or a related security program.
Experience maintaining controlled inventories, accountability records, audit trails, and formal program documentation.
Ability to prepare clear technical reports, SOPs, training materials, and investigative documentation.
Proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and electronic records-management tools.
Demonstrated experience leading COMSEC personnel, coordinating complex security activities, and reviewing work products for quality and compliance.
Demonstrated ability to communicate technical risks, findings, and recommendations to senior Government and contractor leadership.
Min 5 years of experience serving as a COMSEC Custodian, Alternate COMSEC Custodian, or COMSEC account support specialist.
Experience supporting DISA, another DoD Component, a Combatant Command, Joint organization, or Intelligence Community program.
Familiarity with EKMS, KMI, or other approved COMSEC management and accountability systems.
Knowledge of classified-material handling, incident reporting, inspections, audits, and corrective-action tracking.
Prior experience as a COMSEC Custodian, COMSEC Account Manager, senior COMSEC analyst, or equivalent program lead.
Experience managing monthly COMSEC deliverables and Government review cycles in a DoD environment.
Knowledge of COMSEC accountability, life cycle management, inventory control, and incident-response principles.
Ability to interpret and apply Government security requirements to daily operations and documentation.
Ability to analyze discrepancies, identify root causes, document findings, and track corrective actions through closure.
Strong organizational, analytical, written-communication, and attention-to-detail skills.
Ability to work independently while coordinating effectively with Government personnel and contractor team members in high-security environments.
Ability to lead multidisciplinary personnel, resolve competing priorities, make risk-informed recommendations, and maintain accountability under time-sensitive conditions.
Ability to mentor staff, conduct quality assurance reviews, and brief senior stakeholders clearly and concisely.

DUTIES
The COMSEC Specialist provides senior technical leadership, program oversight, and operational direction for the management, accountability, control, and protection of Communications Security materials, equipment, records, and associated documentation. The employee serves as the primary contractor COMSEC subject-matter lead, coordinates closely with Government COMSEC custodians and security officials, assigns and reviews team activities, manages risks and corrective actions, and ensures required COMSEC documentation and program controls comply with applicable federal, Department of Defense, DISA, NSA, and program-specific requirements.
COMSEC Program Administration
Maintain accountability and control of COMSEC assets, cryptographic equipment, keying material, and associated records.
Support Government COMSEC custodians and security personnel in the administration and execution of COMSEC requirements.
Monitor the receipt, transfer, storage, handling, destruction, and disposition of COMSEC materials and equipment.
Prepare recurring and ad hoc status updates concerning COMSEC operations, risks, discrepancies, and corrective actions.
Lead day-to-day contractor COMSEC activities; establish priorities, assign work, monitor performance, and ensure timely completion of PWS deliverables.
Serve as the principal contractor interface with the Government COMSEC Manager, custodians, security officials, and program leadership.
Provide technical guidance, mentoring, and quality review for COMSEC specialists and supporting personnel.
Life Cycle Management
Develop, maintain, and update COMSEC Life Cycle Management Reports.
Track the acquisition, receipt, deployment, maintenance, replacement, and disposition of COMSEC assets.
Monitor equipment status and coordinate sustainment activities throughout the asset life cycle.
Identify life cycle risks and provide recommendations concerning modernization, replacement, and inventory optimization.
Approve and quality-check life cycle management analyses before submission to the Government.
Develop risk-based recommendations and implementation plans for modernization, replacement, sustainment, and disposition decisions.
Inventory Management
Maintain complete and accurate COMSEC inventory records and accountability documentation.
Conduct periodic, annual, special, and directed inventories in coordination with Government personnel.
Reconcile inventory discrepancies and prepare supporting documentation and corrective-action records.
Maintain electronic databases, transaction records, logs, hand receipts, and audit trails for COMSEC assets.
Support internal and external inspections, audits, assistance visits, and accountability reviews.
Plan and lead inventories, inspections, audits, and assistance visits; brief leadership on material findings and remediation status.
Ensure discrepancies are assigned, documented, tracked to closure, and supported by verifiable evidence.
Standard Operating Procedures
Develop, review, update, and maintain COMSEC Standard Operating Procedures, work instructions, and desk guides.
Ensure procedures reflect current Government direction, program requirements, and approved operating practices.
Recommend procedural improvements that strengthen security, accountability, continuity, and operational efficiency.
Coordinate proposed SOP updates with Government stakeholders and affected organizations before implementation.
Lead configuration control and periodic review of COMSEC SOPs, work instructions, desk guides, and continuity documentation.
Validate that proposed procedural changes are operationally feasible and aligned with Government direction before implementation.
Training and Awareness
Develop, maintain, and update COMSEC training courses, presentations, job aids, and instructional materials.
Provide initial, recurring, refresher, and remedial COMSEC training to authorized Government and contractor personnel.
Maintain training rosters, completion records, course materials, and supporting documentation.
Conduct awareness briefings covering individual responsibilities, safeguarding, accountability, and incident-reporting requirements.
Establish the COMSEC training program, approve course content, evaluate training effectiveness, and ensure completion deficiencies are corrected.
Coach and develop COMSEC personnel to sustain qualified coverage and continuity of operations.
Investigations and Incident Management
Support investigations involving COMSEC incidents, losses, compromises, security violations, or accountability discrepancies.
Develop and maintain investigative reports, supporting records, findings, and outcomes.
Track investigation status, corrective actions, responsible parties, suspense dates, and final disposition
Coordinate with Government security officials, COMSEC custodians, and program leadership to support timely incident resolution.
Maintain records of investigative outcomes and verify completion of approved corrective actions.
Lead contractor support for COMSEC incident inquiries and root-cause analysis while preserving required records and chain-of-custody controls.
Brief Government leadership on incident status, risk, recommended corrective actions, and closure evidence.
Records, Reporting, and Deliverables
Prepare accurate recurring and ad hoc reports concerning COMSEC operations, inventory status, incident trends, and program effectiveness.
Maintain classified and unclassified records in approved repositories and systems.
Apply required classification, handling, dissemination, and document-control markings.
Submit documentation for Government review in the required format and within established suspense dates.
Perform final quality-control review of COMSEC deliverables for accuracy, completeness, classification markings, and contractual compliance.
Maintain an integrated deliverables calendar and escalate schedule, resource, or compliance risks to program leadership.
Leadership and Program Oversight
Translate PWS requirements and Government direction into executable COMSEC work plans, priorities, deliverable schedules, and quality-control activities.
Coordinate staffing, workload distribution, cross-training, and continuity coverage for recurring and emergent COMSEC requirements.
Identify and elevate risks involving accountability, compliance, resources, schedule, access, or mission impact, with recommended mitigation actions.
Facilitate status reviews and maintain visibility of deliverables, open findings, incidents, corrective actions, and suspense dates.
Promote consistent application of approved procedures and a culture of security, accountability, documentation quality, and continuous improvement.
