Main Purpose of Job
The Computer Network and Systems Specialist provides senior-level network engineering leadership and oversight for the LTSSMaryland system to ensure secure, reliable, and high-performing operations. The position is responsible for planning, integrating, and maintaining software and hardware systems and network performance metrics, providing technical analysis and reporting, and developing solution architectures that support ongoing operations and future scalability.
This role oversees system software releases and Change Control Board (CCB) activities and provides expert consultation for critical system components, including the Raven Database, primary and disaster recovery data centers, physical and virtual infrastructure, file transfer APIs, and file gateways supporting HIPAA-compliant EDI file exchanges. The position ensures network availability, performance optimization, compliance with security standards, and continuity of operations.
The position supports, consults, and may be responsible for projects within the Medicaid IT project ecosystem as assigned.
This position is eligible for Hybrid Telework.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
Notes:
Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience.
Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.
Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.
Candidates may substitute the possession of a Bachelor''s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
The selected candidate must possess three (3) years of progressive experience in planning, designing, implementation, and analyzing data or telecommunications networks, including experience with network analysis/management tools and techniques. This experience must also include familiarity with Personal Computers (PCs) in a client/server environment and with IT technology and long distance and local carrier management.
