Position Summary:
PEP Housing is seeking a Compliance Specialist to support the day-to-day regulatory compliance operations of PEP Housing’s affordable housing portfolio, including LIHTC, HUD, HOME, and other affordable housing programs. This position provides technical, administrative, and operational support related to compliance monitoring, regulatory review activities, reporting, policy implementation, training coordination, regulatory tracking, and compliance systems management. The Compliance Specialist works collaboratively with Property Operations and internal departments to support organizational compliance objectives under the direction of the Compliance Manager
 

Principal Duties and Responsibilities:

Regulatory Compliance & Audit Support

· Monitor and track regulatory and reporting updates from HUD, TCAC, HOME, RHCP, MHP, and other affordable housing programs; assist with implementation of regulatory changes through communication, compliance resources, standardized templates, and departmental compliance documentation.

· Conduct and coordinate reviews of applicant and resident files for LIHTC, HUD, and other affordable housing programs to support regulatory compliance, audit readiness, and documentation accuracy.

· Coordinate responses to HUD, LIHTC, and other agency audits; maintain tracking of findings, corrective actions, and supporting documentation.

· Identify regulatory deficiencies, documentation inconsistencies, and reporting gaps; assist with corrective action tracking and compliance follow-up.

· Serve as EIV Coordinator by supporting EIV system administration, compliance monitoring, user coordination, training support, and maintenance of related compliance procedures and documentation.

Compliance Systems, Reporting & Technology

· Maintain and update compliance tracking systems, reports, and regulatory documentation to support reporting requirements, audit readiness, regulatory deadlines, and workflow management.

· Support ongoing compliance updates within Yardi, including review of unit mapping, program designations, rent schedules, utility allowances, and income limits across layered affordable housing programs.

· Develop and maintain compliance tracking tools, standardized templates, and workflow documentation to support operational efficiency and regulatory compliance.

· Utilize compliance platforms, reporting systems, Microsoft 365 applications, and emerging AI-assisted tools to support workflow efficiency, reporting accuracy, and operational effectiveness.

· Coordinate utility allowance processes across affordable housing programs, including vendor coordination for HUD utility allowance analyses, implementation tracking, documentation support, and ongoing monitoring of applicable housing authority utility allowance schedules.

Policies, Documentation & Training

· Assist with development, organization, implementation, and maintenance of compliance procedures, operational workflows, standardized templates, and departmental SOPs.

· Coordinate organization, maintenance, and distribution of Tenant Selection Plans (TSPs) and related compliance documentation to support operational consistency and regulatory compliance.

· Coordinate maintenance, submission, and implementation support of Affirmative Fair Housing Marketing Plans (AFHMPs) and related occupancy compliance documentation.

· Support compliance training initiatives through coordination of training materials, regulatory resources, procedural updates, and technology-based compliance tools.

· Maintain current knowledge of affordable housing regulations, industry trends, compliance best practices, and evolving technology tools through ongoing training, professional development, and participation in industry and agency educational opportunities.

Operational Coordination & Department Support

· Collaborate with Accounting and internal departments to support timely, accurate, and complete compliance reporting, documentation, and regulatory submissions for agencies, lenders, partners, and investors.

· Participate in operational and departmental meetings to support communication of regulatory updates, compliance processes, workflow coordination, and program implementation across affordable housing communities.

· Provide operational and administrative support on departmental compliance initiatives, reporting processes, workflow improvements, audit preparation activities, and other compliance-related projects.

· Support additional compliance-related responsibilities and operational projects as assigned.

Education, Skills, and Experience

· Minimum of five (5) years of experience in affordable housing compliance, including LIHTC, HUD, HOME, PBV, USDA-Rural Development, and other layered affordable housing programs.

· Working knowledge of affordable housing compliance requirements related to income eligibility, rent and income limits, utility allowances, layered funding programs, recertifications, and regulatory reporting.

· Experience supporting compliance operations across multiple affordable housing programs within a property management environment.

· Proficiency with Yardi and affordable housing compliance software platforms.

· Strong proficiency in Microsoft 365 applications, including Excel, Word, Outlook, Teams, and technology-based reporting and workflow tools.

· Experience developing and maintaining compliance tracking systems, standardized templates, workflow documentation, and operational reporting resources.

· Strong organizational, analytical, and problem-solving skills with the ability to manage multiple deadlines, regulatory requirements, and operational priorities.

· Ability to research, interpret, and apply Federal, State, and local affordable housing regulations while supporting operational consistency and compliance accuracy.

· Strong attention to detail with the ability to maintain accurate compliance documentation and reports.

· Ability to communicate professionally and collaborate effectively with site teams, internal departments, regulatory agencies, vendors, and external partners.

· Ability to adapt to changing regulatory requirements, operational priorities, and evolving compliance technologies.

· Demonstrated professionalism, sound judgment, discretion, and ability to maintain confidentiality in handling sensitive information.
