Position OverviewWheeler Staffing Partners is seeking an experienced Compliance Operations Manager, Customs Brokerage for a direct hire opportunity in Arlington Heights, Illinois. This leadership role is responsible for overseeing customs compliance operations, import documentation processes, regulatory adherence, and team management within a fast-paced international logistics environment.
The ideal candidate will possess strong knowledge of U.S. Customs regulations, import compliance procedures, HTS classification, and Partner Government Agency (PGA) requirements. This individual will also bring proven leadership experience, operational oversight capabilities, and strong client relationship management skills.
Key ResponsibilitiesCustoms Compliance & Regulatory Oversight
Ensure all import shipments comply with U.S. Customs and Border Protection (CBP) regulations and applicable Partner Government Agency (PGA) requirements
Serve as the primary escalation point for customs holds, exams, protests, PSCs, and other compliance-related matters
Assist clients with HTS classification guidance and regulatory compliance support
Conduct customs entry audits and implement corrective actions as needed
Maintain current knowledge of evolving import regulations and communicate updates to internal teams and clients
Support ongoing compliance initiatives, reporting, and operational improvements
Team Leadership & Operations Management
Manage and oversee a team responsible for customs documentation, data entry, and import processing activities
Ensure accurate and timely preparation and submission of customs entries and supporting documentation
Monitor staff productivity, adherence to departmental procedures, and service quality standards
Conduct performance reviews, annual goal setting, and approve PTO requests and bi-weekly timesheets for direct reports
Participate in recruiting, interviewing, onboarding, and employee development initiatives
Lead cross-training efforts between operational teams to support coverage during PTO and volume surges
Documentation & Process Management
Oversee preparation and management of import documentation including commercial invoices, bills of lading, packing lists, and regulatory filings
Ensure proper document retention and compliance recordkeeping procedures
Maintain communication with clients regarding tariff changes, regulatory updates, and documentation requirements
Review and approve duty payments and customs-related transactions through approved payment platforms
Ensure timely payment of duties and review daily customs statements to avoid penalties or delays
Provide customers with customs duty statements and ACH withdrawal notifications
Billing & Financial Coordination
Support customs billing operations and ensure alignment with accounting procedures
Oversee timely and accurate billing of customs entries and related services
Monitor billing reports and resolve operational discrepancies impacting invoicing accuracy
Process Improvement & Training
Identify opportunities for workflow improvements, operational efficiencies, and automation within customs processes
Develop and maintain standard operating procedures (SOPs) and client profile documentation
Lead ongoing training initiatives related to customs compliance, operational procedures, and professional development
Encourage continuous learning and professional certification advancement, including U.S. Customs Broker licensing
Required QualificationsEducation
High School Diploma or GED required
Associates or Bachelors degree in Business, Supply Chain, International Trade, or a related field preferred
Experience
Minimum 57 years of experience in customs brokerage, import compliance, or international logistics
Minimum 23 years of supervisory or management experience
Strong working knowledge of U.S. Customs regulations, HTS classification, and PGA requirements
Experience using customs brokerage software systems such as CargoWise
Proficiency with Microsoft Office Suite
Preferred Certifications
U.S. Customs Broker License preferred
Certified Customs Specialist (CCS) certification preferred
