    POSITION SUMMARY


    The Compliance Officer provides strategic leadership, direction, and oversight of the Laguna Healthcare Corporation (LHC) Compliance Program, encompassing all clinical, administrative, financial, and medical practice plan functions. This position is responsible for designing, implementing, and continuously improving an enterprise-wide compliance program that ensures adherence to all federal, state, Tribal, and accreditation standards. The Compliance Officer serves as the primary authority on compliance matters, leads risk mitigation efforts, manages investigations, and champions a culture of ethics, accountability, and transparency.


    ESSENTIAL FUNCTIONS


    Program Leadership & Strategy

    1. Develop, implement, and oversee LHC’s Compliance Plan, policies, and procedures related to standards of conduct; healthcare laws; billing and reimbursement; fraud, waste, and abuse prevention; privacy and security; and other compliance risk areas.
    2. Lead and facilitate the LHC Compliance Committee, including the Privacy Officer, executive management, finance, clinical leaders, IT staff, and others as designated by the CEO.
    3. Drive strategic planning for the Compliance Program, setting long- and short-term goals, operational plans, and compliance performance measures.


    Regulatory Oversight & Risk Management

    1. Conduct organization-wide risk assessments to identify, prioritize, and mitigate compliance risks.
    2. Monitor compliance with healthcare laws, CMS/OIG regulations, HIPAA/HITECH, and Tribal requirements.
    3. Oversee sanction screening of employees, contractors, and vendors; ensure organization-wide training on sanction monitoring processes.
    4. Lead internal audits and compliance reviews to ensure adherence to payer rules, regulatory standards, and organizational policies.


    Investigations, Enforcement & Reporting

    1. Manage confidential reporting channels, including the LHC Compliance Hotline, ensuring proper documentation, investigation, and resolution.
    2. Conduct or supervise compliance investigations; coordinate corrective actions with HR, legal counsel, leadership, and managers.
    3. Serve as the organizational liaison with regulatory agencies during audits, investigations, and compliance inquiries.
    4. Maintain detailed records of compliance efforts, investigative outcomes, and corrective action plans.
    5. Provide written and verbal compliance reports to executive management, the Board Compliance Committee, and the LHC Board of Directors.


    Education, Culture & Communications

    1. Develop and administer a robust, organization-wide compliance training and education program.
    2. Lead communication initiatives to promote compliance awareness, ethical conduct, and transparent reporting.
    3. Provide ongoing consultation to staff and leadership on regulatory requirements and compliance expectations.


    Budget, Staff & Consultant Management

    1. Develop, monitor, and manage the Compliance Program budget.
    2. Supervise Compliance staff and oversee third-party consultants supporting compliance functions.
    3. Ensure adequate systems, tools, and staffing levels to support program goals.


    MINIMUM QUALIFICATIONS


    Five (5) years of progressive experience in healthcare compliance, regulatory affairs or related healthcare roles. Bachelor Degree in Finance/Accounting, Business, Public or Healthcare Administration or related field of study from an accredited college or university. Master's Degree preferred.


    Certified Professional Compliance Officer (CPCO) preferred, Certified in Healthcare Compliance (CHC), Certified in Healthcare Privacy Compliance (CHPC), or Certified Compliance & Ethics Professional (CCEP) or equivalent compliance certification, or eligible for and certification obtained within 12 months as condition of hire.

    TRIBAL PREFERENCE


    LHC will apply “Indian Preference” as an employment criterion and not a “racial classification.” The Laguna Healthcare Corporation has implemented a Tribal Preference in Employment Policy. Pursuant to this Policy, applicants who possess the knowledge, skills, and abilities required by this position, and who are enrolled members of the Pueblo of Laguna will be given primary preference in hiring and employment for this position. Members of other Federally recognized Indian Tribes will be given secondary preference for hiring and employment after providing proof of Tribal membership.

    BACKGROUND INVESTIGATION


    This position may be subject to a criminal history background check, a suitability background check and/or a credit report check. In addition, some positions are subject to a more extensive background check to ensure compliance with Public Law 101-630 Indian Child Protection and Family Violence Prevention Act. Candidates must be able to successfully pass all required background checks to qualify for this position.
