A financial institution is seeking an experienced compliance professional to oversee the governance, maintenance, and optimization of its enterprise rule management framework. This role will be responsible for ensuring monitoring scenarios, detection logic, and control rules remain effective, risk-based, and aligned with regulatory requirements and internal risk management objectives.

The successful candidate will work closely with Compliance, Financial Crimes, Risk, Technology, and Data Analytics teams to enhance monitoring effectiveness, improve rule performance, and strengthen overall compliance oversight programs.

RESPONSIBILITIES

Rule Governance & Oversight
  • Manage and maintain a centralized inventory of monitoring rules, scenarios, and control logic.
  • Establish governance processes supporting rule lifecycle management, documentation standards, approvals, and version control.
  • Ensure monitoring rules remain aligned with regulatory requirements, business risks, and enterprise compliance objectives.
  • Maintain comprehensive documentation supporting rule design, rationale, implementation, and ongoing governance.

Rule Development & Optimization
  • Design, enhance, and refine monitoring scenarios and detection rules to improve risk coverage and effectiveness.
  • Conduct threshold calibration, parameter tuning, and scenario optimization activities.
  • Evaluate rule effectiveness and identify opportunities to reduce false positives while maintaining appropriate risk detection.
  • Partner with stakeholders to implement new monitoring capabilities and control enhancements.

Analytics & Reporting
  • Analyze monitoring performance metrics, trends, and outcomes to assess rule effectiveness.
  • Develop reporting and management information for senior leadership and governance committees.
  • Track key performance indicators related to monitoring effectiveness, alert volumes, and control performance.
  • Provide data-driven insights and recommendations for program enhancements.

Cross-Functional Collaboration
  • Partner with Compliance, Financial Crimes, Risk Management, Technology, Operations, and business stakeholders on monitoring initiatives.
  • Support implementation of system enhancements, monitoring technologies, and governance improvements.
  • Participate in model validation, control testing, and ongoing program assessment activities.
  • Assist with regulatory examinations, audits, and internal reviews related to monitoring programs.

QUALIFICATIONS

QUALIFICATIONS
  • Bachelor's degree required;Business, Finance, Economics, Risk Management, or related field preferred.
  • 6 8+ years of experience in Compliance, AML, Financial Crimes, Risk Management, Surveillance, or related control functions within financial services.
  • Experience working with monitoring systems, detection scenarios, rule governance, or control frameworks.
  • Strong understanding of regulatory compliance, financial crime risk, or monitoring program requirements.
  • Excellent analytical, problem-solving, and critical-thinking abilities.
  • Strong written and verbal communication skills.
  • Proven ability to manage multiple stakeholders and drive cross-functional initiatives.

PREFERRED EXPERIENCE
  • Experience with transaction monitoring, surveillance systems, market conduct monitoring, sanctions screening, or related control environments.
  • Knowledge of rule calibration, scenario tuning, threshold optimization, and alert management processes.
  • Proficiency with Excel and data analysis tools;SQL, Python, Tableau, Power BI, or similar technologies are a plus.
  • Experience supporting audits, regulatory examinations, model validations, or compliance testing activities.
  • Professional certifications such as CAMS, CRCM, CFE, ICA, or similar credentials.
