This posting may close once a sufficient number of qualified applications have been received.\n \nHours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm, flexibility is required on evenings and weekends.\n \nFLSA status: Exempt\n \nEarliest Start Date: As soon as possible.\n \nSalary: $50,000.00 Annually.\n \nRequired Application Materials:\n\n Resume\n Cover Letter\n List of three references\n \nPosition Summary\n \nUnder the direction of the Director of Student Aid Administration, the Compliance Manager of Federal Financial Aid is responsible for determining student eligibility and performing different types of financial aid processes such reconciliations, Return of Title IV, and professional judgements. This role ensures federal financial aid funds are managed in alignment with federal regulatory requirements, and institutional/state policies, while advancing student access and success. The position conducts comprehensive audits of top regulatory findings and assists with collection of data for any outside audits conducted on UTEP. The Manager will advise students, parents, staff, and university personnel on relevant student award and general financial aid issues. Must remain up to date on current federal and state regulations and institutional policies. Responsible for maintaining the accuracy and integrity of assigned financial aid programs at the University of Texas at El Paso (UTEP). Through cross-departmental collaboration with students, faculty, and administrative partners, the Compliance Manager fosters a cohesive institutional strategy of compliance, enhances operational effectiveness, and promotes responsible, mission-driven stewardship of federal Title IV resources.\n \nThe position duties also include analyzing and interpreting applicable regulations, as well as participating in the development and facilitation of training activities for the Office of Financial Aid and Scholarships.\n \nEssential Functions\n \nPromotes and ensures compliance with University, local, state, and federal policies and regulations while coordinating federal financial aid. \n \nAdvises University personnel on regulatory requirements, risk mitigation strategies, and emerging compliance considerations.\n \nProvides leadership in implementing departmental directives, policy updates, and operational improvements to strengthen financial aid processes, internal controls, and program effectiveness. Ensures operational efficiency and fiscal responsibility.\n \nConducts comprehensive audits for top regulatory findings, cost of attendance reviews, annual compliance assessments, and enrollment reporting to ensure alignment with institutional and federal policies. Works collaboratively with other departments to ensure compliance. \n \nFirst line troubleshooter/support for processing staff and students with difficult or unique situations including guidance for federal, state, and institutional financial aid compliance issues.\n \nPerforms all Return of Title IV requirements for the institution.\n \nAssists with identifying and documenting regulatory changes and the impact on the workflow for student awarding processes.\n \nAnalyzes various system-generated reports to verify compliance and eligibility of students receiving aid under federal and institutional guidelines. \n \nVerifies the student has submitted all required documents and satisfied any other obligations before awards are adjusted based on professional judgement.\n \nEnforces rules regarding cost of attendance, financial need, and other financial assistance (OFA).\n \nProvides extensive advising to students and parents with information regarding eligibility requirements, financing options, aid eligibility, cost of attendance, financial aid policies and procedures via direct meetings, presentations, e-mails, telephone calls and other communication methods.\n \nKeeps current on financial aid regulations and policies by subscribing to list-serves, reading loan regulations, policies, and procedures that are distributed by federal, state, and institutional sources, networking with counterparts at other universities, and attending workshops, conferences, and seminars.\n \nMonitors and assists the Assistant Director of Funds Management with the reconciliation of federal accounts; oversees monetary transactions, account specifications, and documentation to ensure accuracy and compliance. \n \nReviews and approves agreements and documentation associated with administration within assigned areas of responsibility.\n \nDevelops and delivers training, policies, standards, and procedural guidelines related to federal financial aid compliance, data security, privacy regulations, and system controls.\n \nServes as liaison between academic departments, Scholarships, Business Affairs, students, and external stakeholders regarding federal policies and procedures.\n \nPrepares and submits required reports to University leadership and regulatory agencies; maintains accurate student tracking systems and comprehensive records.\n \nParticipates in University committees, professional development activities, and relevant industry conferences to remain current on compliance standards and best practices in scholarship administration.\n \nUnderstands and supports the department's role in advancing the University's mission through ethical stewardship and student-centered services.\n \nAssists with ensuring that communication, in all forms and modalities, with students and the campus community meets federal regulations.\n \nMaintains appropriate documentation in the University's Student Information System (Banner) and other information repositories as needed.\n \nPerforms other related duties as assigned.\n \nQualifications\n \nTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.\n \nRequired Qualifications:\n \nEducation: Bachelor's degree in Business, Finance, Education, Public Administration, Social Sciences or related field. Relevant experience may be substituted for the degree requirement on a year-for-year basis.\n \nand\n \nExperience: Three (3) years of experience in higher education. Demonstrate experience developing and implementing financial education and instruction for post-secondary students is required. Two (2) years of proven customer service experience and supervisory experience. Minimum of 1 year of full-time experience working in a Financial Aid Office.\n \nTo be able to perform the duties of this position, the candidate must have access to several federal databases. To be granted access and clearance to these federal systems, the incumbent cannot be in default on any type of federal student loan.\n \nPreferred Qualifications:\n \nBilingual in Spanish.\n \nMaster's Degree.\n \nFamiliarity with financial aid terminologies, processes and activities Knowledge of Ellucian Banner.\n \nExperience with reading and interpreting the federal register, federal compliance and regulatory requirements.\n \nKnowledge, Skills & Abilities\n \nAbility to interpret and communicate regulatory requirements in oral and written form to a wide range of individuals and constituencies in a diverse community.\n \nSkill in researching regulatory information and resolving complex student situations. \n \nWorking knowledge of U.S. Department of Education (Title IV) rules and regulations.\n \nAbility to analyze issues and offer solutions to problems.\n \nAbility to follow regulatory policy and related procedures.\n \nExcellent communication skills, both verbal and written.
