Director of Compliance (Multi-Family Affordable Property Management)
The Compliance Director provides leadership and support to the compliance, property management, and ownership teams to maintain compliance with and understanding of all affordable housing programs. In addition, a Compliance Director manages the day-to-day activities of the individuals within their team handling certification and recertification responsibilities to ensure properties are compliant with tax credit, HUD, and other housing program regulations and provides compliance technical support to compliance and property management staff.
This is not a remote position; this in an in-office role based full-time from our corporate office in Gaithersburg, MD (residency in the Washington, DC metro region).
Prior affordable housing experience with compliance responsibilities in Pennsylvania, New York, New Jersey, and the Washington, DC metro region (DC/MD/VA) is strongly desired.
At the direction of the Senior Director of Compliance, this role is directly responsible for the following:
Qualifications: To perform this job successfully, an individual must be able to complete all essential duties in a fast-paced, high-volume team environment and meet strict deadlines. The individual must possess effective communication skills and the ability to interface professionally with executives, owners, asset managers, agency representatives, and department staff. The position requires performance management experience, including training, coaching, and mentoring, as well as experience building and managing a highly engaged team. The individual must be able to work effectively both independently and as part of a team of professionals; review, interpret, and apply government regulations; and demonstrate strong knowledge of affordable housing software, specifically Yardi Voyager and Rent Café.
The individual must also possess strong working knowledge of affordable housing programs, including LIHTC, PHFA requirements, HOME/PennHOMES, Housing Trust Fund (HTF), HUD Project-Based Rental Assistance (PBRA), Project-Based Voucher (PBV), RAD, and Section 811 Project Rental Assistance (PRA), as applicable. Experience with layered affordable housing communities, PHFA compliance monitoring, EIV/TRACS, HAP and rental assistance requirements, utility allowances, rent and income limits, regulatory agreements, audits, inspections, corrective actions, supportive housing, and veteran housing is strongly preferred. Certifications: Formal training and/or certification in related field necessary (HCCP, SHCM, C3P, COS, CPO, BOS or equivalent).
Education: A college degree is preferred, but not required. The position requires the ability to read and write English fluently, the ability to accurately perform mathematical functions and the ability to understand and perform all software functions.
Professional Experience: A minimum of five (5) years of experience in compliance monitoring of HUD-assisted and LIHTC multifamily housing properties is required. Experience with PHFA-regulated properties and layered programs such as HOME/PennHOMES, HTF, PBRA, PBV, RAD, and Section 811 PRA is strongly preferred. Prior successful supervision and/or management experience is highly preferred.
Attendance/Travel Requirements: This is not a remote position. The role will be based in the corporate office. Site visits to communities may be required, and travel out of state may be necessary at times. Anticipated travel is up to 50%+. Primary schedule is Monday-Friday, and the corporate office hours are 8:30-5:30 daily; schedule may shift to start earlier, end later, or include weekend work (or travel on weekends) based on business needs.

This role is exempt and has an anticipated annualized base salary range of $90k-$110k for a new employee depending on a number of relevant factors including individuals' experience, qualifications, knowledge, skills, abilities, client/property or company budgetary limitations/guidelines, and other job-related company and market considerations. This position may be eligible to receive discretionary and/or performance-based bonuses on a spot or annual basis, which are variable depending on individual merit/performance, budgetary limitations, company performance, and other job-related factors.
