OUR ORGANIZATION
The City of Corona is a full-service city operating under a Council-Manager government led by a Mayor and four Council Members elected by district. With 12 departments and a team of 1,000 employees, the City provides high-quality services to the community. For FY 2027, the City manages a $510 million total budget, including $241 million in the General Fund.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This is a department director classification that oversees, directs, and participates in all activities of the Community Services Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the City Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, City functions and activities, including the role of the City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering City goals and objectives within general policy guidelines.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
EXECUTIVE EMPLOYEES CITY PAID BENEFITS

Any information contained herein that may conflict with the provisions of the Resolution, the Resolution shall prevail.
SALARY: This position offers a salary range of $202,704 to $246,384, with even greater earning potential ahead. Effective December 26, 2026, the position is scheduled to receive a 3% Cost of Living Adjustment.
RETIREMENT: Employees participate in the California Public Employees Retirement System (CalPERS).
Depending on CalPERS membership status and prior qualifying service, employees may be eligible for one of the following retirement formulas:
The City does not participate in Social Security and pays the employees mandatory Medicare contribution.
ANNUAL LEAVE & HOLIDAYS: Annual Leave hours are credited to your account each bi-weekly pay period in accordance with the Executive Group Resolution (found here).
The City also recognizes that your professional experience extends beyond your time with Corona. When determining your Annual Leave accrual rate, relevant years of service with other employers may be considered, providing an opportunity to recognize prior experience when establishing your accrual rate.
In addition, employees receive 13 paid holidays, equivalent to 130 hours per calendar year.
IN LIEU LEAVE: The City will provide executive leave for exempt Executive Group employees in lieu of other compensation for overtime. Exempt Executive Group employees shall receive 40 hours of In Lieu Leave at the beginning of each calendar quarter, for a total of up to 160 hours annually.
DEFERRED COMPENSATION PLAN: To supplement retirement, all employees may open a deferred compensation account (per IRS Code section 457) and make pre-tax or post-tax (ROTH) contributions into it up to the maximum permitted by law based on their age.
Matching Contribution: The City shall make a matching contribution into employee's deferred compensation (457(b)) account at the end of each quarter in an amount equal to that deposited by the employee, but not to exceed nineteen hundred dollars ($1,900.00) per calendar year. Employees who do not open a deferred compensation account will not receive a City contribution.
Additional Contribution: The City shall provide an additional payment into their deferred compensation (457(b)) plan account equal to one hundred and fifty dollars ($150.00) per quarter.
AUTO ALLOWANCE/ASSIGNED CITY VEHICLE: Executive employees receive a $480 monthly auto allowance.
BILINGUAL PAY: Executive employees receive $322.50 per month for demonstrating the ability to effectively communicate in a language other than English that the City Manager has determined is necessary for the effective or efficient operation of the City.
LONGEVITY PAY: In recognition of an employee's length of full-time service to the City of Corona, employees who qualify under the following schedule will receive one twenty-sixth (1/26th) of the following amounts paid bi-weekly as part of the regular payroll:

MEDICAL INSURANCE: Choose from a variety of quality HMO and PPO medical plans through the CalPERS Health Program (PEMHCA).
The City provides a monthly Medical Allowance toward the cost of City health coverage for employees and eligible dependents:
Employees may also elect an alternative monthly Cafeteria Plan allocation in lieu of the Medical Allowance and Medical Difference, if applicable:
DENTAL INSURANCE: The City currently offers HMO and PPO dental insurance through Delta Dental. Any unused funds from the medical allowance may be used towards dental insurance; the employee pays any remaining premiums.
VISION INSURANCE: The City currently offers vision insurance through Eye Med. Any unused funds from the Medical Allowance may be used towards vision insurance; the employee pays any remaining premiums.
FLEXIBLE SPENDING ACCOUNT: Each employee may contribute to either a healthcare reimbursement account or dependent care account to pay for unreimbursed medical expenses and/or dependent care expenses with pre-tax dollars.
DISABILITY INSURANCE: The City provides short-term and long-term disability insurance to each employee.
LIFE INSURANCE: The City provides a term life insurance policy to each employee in an amount equal to 5½ times the employees annual basic earnings to a maximum of $750,000. The City also provides a life insurance policy to retirees, until age 70, in the amount of $50,000.
EMPLOYEE ASSISTANCE AND COUNSELING PROGRAM: This is a comprehensive program designed to help employees and their family members find direction in solving personal and/or emotional problems.
TUITION REIMBURSEMENT: The City invests in the continued professional and educational development of its employees. The City reimburses eligible tuition and book expenses, subject to applicable requirements and a lifetime maximum of $10,000 per employee.
