Nature of Work

A Community Service Parking Control Officer performs civilian public safety duties consisting of maintaining order and enforcing parking-related laws and ordinances. Responsibilities include assisting the public, police officers, and other staff by performing a variety of public relations, technical, clerical, and manual activities related to law enforcement functions which do not require peace officer status; providing information and general assistance to the public; providing support to patrol, administration or a specialized function or unit, and performing related duties as required. This position works within the framework of the policies and regulations of the City as well as applicable state and federal laws. Work includes frequent in-person and telephone public contact, answering questions, explaining processes, and supplying information requiring courtesy and tact.

Work Schedule - Individuals in this role work four 10-hour days per week.

The regular work schedule is Monday through Friday from 7:00 am to 5:00 pm. This position requires 100% in-person work.

Pay - 2026 wage range of $28.26/hour with advancement to $35.39/hour in 5 years?

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.

  • Parking Enforcement
  • Enforce parking regulations by monitoring specific geographical areas in a vehicle and/or on foot to verify compliance with City parking and traffic ordinances.
  • Issue citations for parking violations.
  • Address parking ticket and warrant recovery.
  • Appear in court as required regarding citations issued as witness to parking and traffic related matters
  • Recommend the towing and impounding of vehicles in violation of parking regulations.
  • Public Relations and Traffic Activities
  • Perform public relations work explaining parking control procedures to the public and relaying community concerns to sworn officers.
  • Report road obstructions and traffic problems.
  • Report defective/malfunctioning parking meters, parking regulation signage, and traffic signals for repair.
  • Provide traffic direction at special events, accidents, and other situations as requested
  • Review records to determine parking citations not paid and attempt to collect fines of overdue parking warrants.

Perform other duties as assigned or necessary.

MINIMUM QUALIFICATIONS

Education and Experience

A high school diploma or equivalent GED and at least two (2) years of experience with local ordinances or regulations and performing associated clerical work

OR

An equivalent combination of education, training and experience sufficient to successfully perform the essential duties of the job may also be considered at the discretion of the hiring manager.

Desirable Qualifications

  • Parking enforcement related experience
  • CPR/First Aid/Emergency Medical Technician (EMT) certification.
  • Experience working with computers and portable radios.

Special Requirements

  • Must be a Citizen of the United States.
  • Must possess and be able to maintain a valid Minnesota drivers license or in the case of residency therein, a valid drivers license from another state; or eligibility to obtain either of the above.
  • Must be free from any physical or emotional/mental conditions which might adversely affect the individuals performance of the duties of the position.
